The decision approves the new editions of the charters of "Yerevan Hovhannes Hovhannisyan Basic School No. 52" and "Yerevan Basic School No. 157" State Non-Commercial Organizations. It instructs the directors of these organizations to ensure the registration of the charter amendments with the State Register Agency of Legal Entities of the Republic of Armenia. The organization and responsibility for the execution of this decision are assigned to the Head of the General Education Department of the Yerevan Municipality Staff, and control over its execution is entrusted to Deputy Mayor L. Hovhannisyan.

ON APPROVING THE CHARTERS OF "YEREVAN HOVHANNES HOVHANNISYAN BASIC SCHOOL N 52" AND "YEREVAN BASIC SCHOOL N 157" STATE NON-COMMERCIAL ORGANIZATIONS IN A NEW EDITION

Guided by point "d" of part 2 and part 3 of Article 13 of the Law "On State Non-Commercial Organizations", point 2 of Decision N 604-N of May 29, 2009, of the Government of the Republic of Armenia, based on Decision N 1392-N of July 25, 2002, of the Government of the Republic of Armenia, Decisions N 3816-A of August 3, 2026, and N 3894-A of August 7, 2026, of the First Deputy Mayor of Yerevan, Acting Mayor of Yerevan, taking into account Report N N/52978-26 of August 11, 2026, of the Head of the General Education Department of the Yerevan Municipality Staff:

  1. To approve the new editions of the charters of "Yerevan Hovh. Hovhannisyan Basic School N 52" and "Yerevan Basic School N 157" state non-commercial organizations, according to Annexes NN 1, 2.

  2. To instruct the directors of the state non-commercial organizations mentioned in point 1 of this decision to ensure the registration of the amendment to the organization's charter with the State Register Agency of Legal Entities of the Republic of Armenia.

  3. To assign the organization and responsibility for the implementation of this decision to the Head of the General Education Department of the Yerevan Municipality Staff.

  4. To assign the supervision of the implementation of the decision to Deputy Mayor of Yerevan L. Hovhannisyan.

CHARTER OF THE STATE NON-COMMERCIAL ORGANIZATION
(NEW EDITION)

1. GENERAL PROVISIONS

  1. "Yerevan Basic School No. 52 after Hovhannes Hovhannisyan" state non-commercial organization (hereinafter: school) is a non-profit educational institution with the status of a legal entity, implementing general education programs.
  2. The founder of the school is the Republic of Armenia, represented by the Government of the Republic of Armenia (hereinafter: founder).
  3. The school is the legal successor of the "Yerevan City Secondary School No. 52" budgetary institution (registration number 290.0039, registration date 27.12.1996).
  4. In the course of its activities, the school is guided by the Constitution of the Republic of Armenia, the laws "On Education", "On General Education", "On State Non-Commercial Organizations", other legal acts, and these statutes (hereinafter: statutes).
  5. The location of the school is: 3 Shiraki St., Yerevan, RA.
  6. The school has separate property as its ownership and is responsible for its obligations with that property. The school may, on its own behalf, acquire and exercise property and personal non-property rights, bear responsibilities, and appear as a plaintiff or defendant in court.
  7. The name of the school is:

  8. The school has letterheads with the image of the Coat of Arms of the Republic of Armenia and its Armenian name, and may also have a symbol and other means of identification. When designing letterheads, symbols, and other means of identification, other languages may be combined with Armenian if necessary.
  9. The school has an official website where the school's budget estimate, financial (expenditure) reports, staff list, vacancies, announcements, and other information related to the school's activities as provided by Article 7 of the Law "On Freedom of Information" are published.
  10. The school has an independent balance sheet and an account (accounts) in the treasury of the state management body authorized by the Government of the Republic of Armenia in the field of state finance management.

2. SUBJECT AND PURPOSE OF THE SCHOOL'S ACTIVITY

  1. The school, in accordance with the legislation of the Republic of Armenia and the international treaties of the Republic of Armenia, may cooperate with foreign and international organizations.
  2. The school may be a founder or participant of another organization only by decision of the founder.
  3. Political activity or propaganda is prohibited in the school. Religious activity and propaganda are prohibited, except in cases prescribed by law.
  4. The school's activity is based on the principles of democracy, humanism, accessibility, transparency, free development of the individual, autonomy and preservation of the secular nature of education, as well as the combination of national and universal values.
  5. The subject of the school's activity is the organization of education for each student through the implementation of general education basic and additional programs.

The school may implement preschool educational programs (from 4 to 6 years of age) if it has a corresponding license to implement preschool educational programs.
16. The purpose of the school's activity is to ensure the maximum participation of each student, including those with special educational needs, in the educational process in accordance with their developmental characteristics and the final results defined by the state standard of general education approved by the decision of the Government of the Republic of Armenia N439-N of April 8, 2010.
17. The school is responsible for:

  1. ensuring the accessibility of education for each student, equal participation opportunities and the quality of implementation of educational programs.
  2. the selection of effective teaching methods and forms in accordance with the state standard of general education and the state general education program.
  3. ensuring the accessibility of the physical environment and individual/reasonable accommodations to promote the maximum participation of each student in the educational process.
  4. providing pedagogical and psychological support services, taking into account the age, physiological and socio-psychological developmental characteristics, inclinations and abilities of students, as well as ensuring their life safety and health.
  1. The general education basic programs implemented by the school may include as an integral part:
  1. educational-methodological, experimental, research work.
  2. measures for the professional development of pedagogical staff.
  3. organization of additional general education courses for students.
  4. measures promoting the health of students.
  5. organization of student nutrition and creation of school-based gardens and greenhouses for the organization of nutrition, which is also aimed at practical and project-based

implementation of works and the development of entrepreneurial skills among learners.
6) organized transport transportation of learners.
7) organization of long-day education and (or) overnight stay for learners.
8) organization of education, upbringing, and recreation of learners in educational-production bases and sports-health camps.
9) organization of pedagogical-psychological support services as the first level of the educational institution.
19. The School may carry out the following types of entrepreneurial activities:

  1. implementation of additional general education programs.
  2. organization of additional training in computer programs and languages.
  3. expansion of educational-production activities and realization of products.
  4. organization of extracurricular upbringing.
  5. organization of catering for learners.
  6. organization of catering and (or) accommodation during educational, sports, and cultural events.
  1. The School may engage in types of activities subject to licensing only on the basis of a license.

  2. ORGANIZATION OF THE EDUCATIONAL PROCESS OF THE SCHOOL

  3. The School, according to educational levels, implements elementary and basic general education programs.

  4. For national minorities of the Republic of Armenia, the school may organize general education in their mother tongue or national language, with mandatory teaching of Armenian.

  5. Educational groups—classes—are formed according to the age of the learners and the result of their mastery of the educational program, in accordance with Decision N 954-N of the Government of the Republic of Armenia dated August 30, 2018.

  6. Upon completion of general education programs, the final results defined by the state standard of general education are verified, state final certification is carried out, and a state-standard graduation document is issued.

  7. The current and final (semiannual and annual) assessment of learners' academic progress, the choice of its forms, methods, frequency, and the content of assignments are performed by the school in accordance with the state standard of general education and other normative legal acts.

  8. Curricula are drawn up in accordance with the state standard of general education, based on the general structure of the curriculum and the rules for drafting the curriculum.

  9. MANAGEMENT OF THE SCHOOL

  10. The management bodies of the School are:

  1. the founder.
  2. the Yerevan Municipality (hereinafter: authorized body).
  3. the collegial management body: the board (hereinafter: board).
  4. the executive body: the director and the coordinator of the administrative-economic part (hereinafter: coordinator). The positions of the school director and the coordinator may be occupied by

  1. The Founder has the right to finally resolve any issue related to the school's activities and management, except for cases provided by law.
  2. The Founder's powers are:
    1. establishment, reorganization, and liquidation of the school, as well as its branch;
    2. appointment of the school's liquidation commission and approval of the liquidation balance sheet;
    3. definition of the school's subject and objectives of activity, including the types of entrepreneurial activity carried out by it;
    4. approval of the composition of state-owned property transferred to the school by right of ownership or attached to it;
    5. definition of the procedure for using the school's profit;
    6. exercise of other powers established by law.
  3. The authorized body carries out the general management of the school, supervision of the school's activities, and ensures its normal operation.
  4. The powers of the authorized body are:
    1. concluding an employment contract on behalf of the founder with the director and coordinator of the school under its subordination for a period of five years, in the manner prescribed by the Government of the Republic of Armenia;
    2. approval of the school's charter and making amendments to it;
    3. suspending or invalidating decisions, orders, and directives of the school's collegial management and executive bodies that contradict the legislation of the Republic of Armenia and this charter, within the scope of its powers;
    4. hearing reports on the school's activities, examining the results of inspections or audits carried out in cases and in the manner prescribed by law;
    5. exercising control over the use and preservation of state property attached to the school;
    6. giving consent to the conclusion of major transactions in accordance with Article 22 of the Law "On State Non-Commercial Organizations";
    7. submitting an application to the property management committee at the suggestion of the school director for the purpose of leasing property directly, by tender or auction;
    8. exercise of other powers established by the legislation of the Republic of Armenia.
  5. The state educational institution has a collegial management body - a council. A unified council may also be formed by the merger of schools operating in the manner prescribed by the Ministry. A person closely related by kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) to the school director and coordinator cannot be nominated as a member of the council. The director of the institution and the coordinator of the administrative and economic part cannot be members of the council of that institution or of the unified council in which that institution is included.
  6. The Council:
    1. approves its work procedure, agenda of meetings, schedule, and elects the chairman of the council in the prescribed manner;
  1. supports the implementation of the educational institution's development program, monitors the implementation of annual activities defined by the development program schedule, hears the annual report on the implementation of the development program and provides a conclusion. 3) approves the organizational structure of the school, internal disciplinary rules, including the rules of conduct for employees and students. 4) discusses reports on educational activities, including the provision of pedagogical and psychological support services. 5) discusses the results of internal and external evaluations. 6) submits proposals to the authorized body in accordance with the field of activity, goals and objectives of the educational institution. 7) with the consent of two-thirds of the total number of council members (in the case of a unified council, only those nominated by the pedagogical and parent councils of the given institution and the head of the given community), based on the conclusion given in accordance with sub-point 2 of this point, and taking into account the performance indicators and requirements set by the authorized body, may express no confidence in the director and apply to the head of the relevant authorized body with a proposal to prematurely terminate his/her powers, attaching arguments justifying the necessity of terminating the powers. 8) exercises other powers vested in it by law and by the founder. 34. The Council has the right to access all school documents, observing the requirements of the Law "On Personal Data Protection". 35. A member of the Council is obliged to: 1) participate in Council meetings in the manner prescribed by this charter, act conscientiously in favor of the student's interests and the effectiveness of education. 2) perform the duties assigned to him/her by the Law "On General Education", this charter, and the decisions (recommendations) of the Council. 3) carry out the assignments and decisions of the Council and the authorized body that nominated him/her, which stem from the objectives of this charter. 36. Only natural persons may be nominated as members of the Council. The school director and coordinator cannot be nominated as members of the school council. A member of the Council cannot be an acting school director or coordinator. 37. The first meeting of the Council is convened within seven days after the approval of the Council's composition. 38. The chairman of the Council is elected by secret ballot by a majority of the votes of the total number of Council members. 39. The chairman of the Council: 1) organizes the work of the Council. 2) presides over the meetings of the Council. 3) organizes the keeping of minutes of the Council meetings and signs them. 4) after each meeting of the Council (after a meeting held in a remote format, after signing the minutes), within two working days, submits the minutes of the meeting (in the case of a unified council, separately for each school) for publication on the official website of the given school.
  1. In the absence of the Council Chairman, by decision of the Council, one of the Council members performs his duties.
  2. Council meetings are convened by its Chairman at least once every quarter, as well as at the request of the authorized body, director, coordinator, or 1/3 of the Council members. At the request of 1/3 of the Council members, the meeting is convened within the timeframe and with the agenda set by the initiators. A Council meeting is quorate if more than half of the Council members participate in it, and at least two-thirds when expressing a vote of no confidence in the director.
  3. Council meetings can be convened remotely via video link (except for meetings convened for the purpose of expressing a vote of no confidence in the school director). Council meetings held in a remote format are video recorded, serving as a basis for the secretary to draw up minutes and for members to sign them within 15 working days from the date of the meeting.
  4. Council decisions are adopted by a majority of votes of the members present at the meeting, and in the meeting for the presentation of the annual performance report of the director's development program, decisions are adopted by a majority of votes of the total number of Council members, and when expressing a vote of no confidence in the director, decisions are adopted by at least two-thirds of the total number of Council members' votes in favor. In the case of a unified council, members of the pedagogical and parental councils of that school participate in the meeting.
  5. During voting, a Council member has the right to one vote. The transfer of the right to vote and ballot to another member is not allowed.
  6. Council meetings are minuted by the secretary and signed by the members present.
  7. Cases of termination of a Council member's powers are defined by law.
  8. The coordination and methodological guidance of the school's educational process is carried out by the director, who is appointed to the position in accordance with the procedure established by the Government of the Republic of Armenia.
  9. The school director:
  1. submits to the council the annual schedule of activities ensuring the implementation of the educational institution's development program.

  2. based on the school's curriculum, carries out class distribution in the education management information system, on the basis of which the tariffication is formed.

  3. in the education management information system, based on the nomenclature of positions of pedagogical workers of a general education institution implementing the main programs of the Republic of Armenia, approved by the decision of the Government of the Republic of Armenia, enters the staff positions necessary for organizing the educational process.

  4. provides the coordinator with the necessary needs for the effective organization of the educational process to estimate the required expenses, draw up an estimate, and submit it to the authorized body.

  5. exercises control over the progress of educational work, the academic workload of students, their progress, and the internal disciplinary rules of the institution, including the rules of conduct of employees and students.

  6. submits to the council for approval the composition of pedagogical-psychological support services at the school level, including students with special educational needs; 7) upon the recommendation of the pedagogical council, approves the school's (including preschool's) curriculum, annual plan of educational and upbringing work, and the reports of the deputy director, class teachers, chairs of subject methodological associations, and pedagogical staff; 8) participates in council meetings with the right to an advisory vote; 9) supports the work of the school's advisory bodies; 10) develops and submits to the council for approval the procedure for conducting a competition for a vacant teacher position at the school, based on the exemplary procedure for a competition for a vacant teacher position approved by the Minister's Order N 396-N of April 15, 2013, and also submits to the council for approval the organizational structure of the school, internal disciplinary rules, including rules of conduct for employees and students; 11) in accordance with the nomenclature of positions and job descriptions, conducts the competition for a vacant teacher position, the selection of pedagogical staff, specialists in electronic governance and teaching support, his/her deputy, heads of branches, structural subdivisions (subject methodological associations), class teachers, concludes and terminates employment contracts, distributes work, applies incentive measures and imposes disciplinary penalties on them; 12) leads the pedagogical council and coordinates the work of subject methodological associations; 13) compiles the schedule of academic classes (or ensures the compilation of the schedule of academic classes) and reports on the state of educational and upbringing work; 14) encourages and promotes the creative initiatives of employees; 15) assists teachers in participating in regular and voluntary attestations, as well as in performing the necessary work to submit an application for obtaining a qualification category; 16) encourages participatory governance in the advisory bodies of the educational institution; 17) exercises control over the content of teaching, the quality of students' knowledge acquisition, academic progress, their behavior, the organization of extracurricular and out-of-school activities, and the performance of job duties by school employees; 18) ensures the normal functioning of extracurricular clubs and educational laboratories, career guidance centers; 19) in accordance with the curriculum, ensures the implementation of (preschool) general education programs (basic and additional), the organization of the educational process, and is responsible for the quality and content of education; 20) ensures the fulfillment of assignments of the authorized body that do not contradict the legislation of the Republic of Armenia; 21) ensures the formation of a favorable moral and psychological atmosphere in the school; 22) ensures the maintenance and preservation of documents subject to use in the school arising from its functions.

  7. forms the student body of the school in the prescribed manner, takes steps in the manner prescribed by law to ensure their social and psychological protection, for ensuring the realization of the right of children with special educational needs to receive education and pedagogical-psychological support services, in case of detection of a student (family) in a difficult life situation, informs the guardianship and trusteeship body serving the area within three working days.

  8. within the scope of functions reserved to it by law, represents the school in state administration, local self-government bodies and other organizations, issues powers of attorney.

  9. within the limits of its powers defined by law and this charter, issues orders, instructions, gives mandatory instructions for execution and controls their execution.

  10. submits to the council for discussion the report on educational activities, the results of external and internal evaluation.

  11. submits a proposal to the coordinator for providing monetary incentives to pedagogical workers.

  12. exercises other powers reserved to it by law and this charter.

  13. submits observations on the draft budget prepared by the coordinator.

  1. The director, in the manner prescribed by law, bears responsibility for the non-fulfillment or improper fulfillment of the requirements of the functions reserved to him by law and this charter, laws, decisions of the founder, ministry, authorized body and council, and concluded contracts, as well as for the protection of the labor rights and freedoms of employees, the preservation of the health and safety of students and employees, as recorded by the bodies exercising control in the manner prescribed by law.

  2. The administrative and economic process of the school is managed by the coordinator, who is appointed to the position in the manner established by the Government of the Republic of Armenia.

  3. A person related to the school coordinator by close kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) cannot be the chief accountant of the school.

  4. The school coordinator:

  1. submits to the authorized body the report on the financial and economic activities of the school, the draft budget, the application for budgetary financing and the estimate of expenses for the next year, presenting therein the pedagogical-psychological support services, the certificate on the results of external and internal evaluation.

  2. enters the necessary staff for the organization of the administrative and economic process into the education management information system based on the nomenclature of positions of administrative and economic workers of a general education institution implementing the main programs of the Republic of Armenia, approved by the decision of the Government of the Republic of Armenia.

  3. analyzes and evaluates the expenses required for the necessary needs for the effective organization of the educational process provided by the director, prepares the estimate and submits the estimate signed by him to the authorized body. 4) ensures the organization and implementation of procurement processes. 5) in accordance with the nomenclature of positions and job description, conducts a competition for a vacant position of administrative and economic workers, concludes and terminates employment contracts. 6) ensures the necessary conditions for the normal functioning of extracurricular clubs and educational laboratories, vocational guidance centers. 7) ensures the necessary conditions for the implementation of educational programs in accordance with the curriculum, the organization of the educational process. 8) defines the accounting policy of the school. 9) ensures the maintenance of accounting, preparation and submission of financial statements. 10) ensures the circulation, maintenance and storage of administrative and economic documents to be used in the school. 11) within the scope of the functions assigned to him by law, represents the school in state administration, local self-government bodies and other organizations, opens an account (accounts) in the treasury of the state administration body authorized by the Government of the Republic of Armenia in the field of state finance management, issues powers of attorney. 12) manages the property of the school, including financial resources, in the manner prescribed by the legislation of the Republic of Armenia, concludes contracts. 13) within the limits of his powers defined by law and this charter, issues orders, instructions, gives mandatory instructions for execution and supervises their execution. 14) participates in the meetings of the council with the right to an advisory vote, and also submits an annual report to the council on the performance of the functions defined by this point. 15) assists the work of the advisory bodies of the educational institution. 16) ensures the fulfillment of the assignments of the authorized body that do not contradict the legislation of the Republic of Armenia. 17) in accordance with his job description, participates in trainings in accordance with the procedure and schedule established by the decision of the Government of the Republic of Armenia. 18) exercises other powers assigned to him by law and this charter. 53. The coordinator is responsible in the manner prescribed by law for the non-fulfillment or improper fulfillment of the requirements of the legislation, the founder, the ministry, the authorized body, the decisions of the council and the concluded contracts, as well as for the protection of the labor rights and freedoms of administrative and economic workers, the health of students and employees, recorded by the bodies exercising control in the manner prescribed by law, of the functions assigned to him by law and this charter.

for the provision of protection and security and the provision of the necessary sanitary-hygienic conditions for the educational institution as defined by law. 54. Persons who are closely related by kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) cannot be nominated or appointed as director and coordinator. 55. Within one month after the approval of the state budget for each year, the coordinator submits the draft budget of the school to the director in the manner prescribed by law. 56. The director reviews the submitted draft and, if he/she has proposals regarding the draft, submits them in writing to the coordinator. 57. The coordinator, after discussing the submitted proposals with the director, if necessary, submits the revised draft budget to the authorized body. 58. The director ensures the launch of the system of pedagogical-psychological support services in the school, cooperation, including with the Regional Pedagogical-Psychological Support Center, and the implementation of services, the deputy director coordinates the work, and the pedagogical staff of the school and the employees of the Regional Pedagogical-Psychological Center provide the services in accordance with the functions defined by the job description. 59. The director and coordinator of the school are not obliged to execute decisions, orders, instructions of authorized and other bodies that contradict the legislation of the Republic of Armenia and this charter, and they cannot be held liable for not executing them. 60. In the absence of the coordinator, the functions assigned to the coordinator by law and this charter are performed by the director of the given institution. 61. In case of absence of the director, as well as in case of a vacant position of the director, the authorized body appoints the deputy director who is not a member of the council of the given institution as acting director of the institution or appoints a person with higher education and at least five years of pedagogical or scientific-pedagogical work experience or management experience in the last 10 years or at least three years of experience in the field of education management, who is not a member of the council of the given institution. The former director of the given institution, as a result of whose termination of powers a vacant position of director has arisen, cannot be appointed as acting director of the same institution. 62. The powers of the director are terminated in cases and in the manner prescribed by law. 63. The director of the school may have a deputy. A person closely related by kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) to the director of the school cannot be the deputy director of the school, as well as the chief accountant. 64. The list of positions of pedagogical and administrative-economic staff of the school and their descriptions are defined by the decision of the Government of the Republic of Armenia.

  1. The duties of the class leader (hereinafter referred to as class teacher), and in elementary school, the class master, are performed by the pedagogical staff member of the institution who is not simultaneously an administrative staff member. The class teacher (class master):
  1. carries out educational work among the students of their class, identifies students (families) in difficult life situations and informs the school principal about it within one working day, closely cooperating with other pedagogical staff members.
  2. participates in the observation, identification, assessment of the need for special educational conditions for students in their class, the development of an individual learning plan, the organization of providing appropriate pedagogical-psychological support services, cooperation with pedagogical-psychological support specialists of the school and the Territorial Pedagogical-Psychological Center, and the implementation of work with parents.
  3. contributes to the participation of the family in ensuring the fulfillment of pedagogical requirements by the school towards students.
  4. if necessary, submits a proposal to the teacher teaching the given subject to include the student in an extended day group for the purpose of providing educational assistance.
  5. carries out the clerical work established for the class, electronic registrations, and submits information to the school administration about students' progress, attendance, behavior, and students in need of special educational conditions.
  6. organizes events for students that promote their health, mental and physical development, class teacher hours, competitions, targeted excursions, tours, and other events.
  7. submits the issue of presenting a student for encouragement or disciplinary action to the discussion of the school's pedagogical council.
  8. in cooperation with teaching teachers, other pedagogical staff members, and students' parents, ensures a favorable psycho-emotional atmosphere in the class.
  1. In schools with up to one hundred students, the duties of the class teacher, by decision of the pedagogical council, may be assigned by order of the principal to the coordinator of educational support and educational work, and in schools with one hundred or more students, the duties of the class teacher may be combined – by classes, or as appropriate (taking into account the number of classes and student density) – for the entire educational level. The school may also have a separate position for a class teacher.

5. ADVISORY BODIES

  1. For the purpose of effective organization of educational activities in the school, advisory bodies are formed: pedagogical council, subject methodological associations, school parent, student councils. Other advisory bodies (boards of trustees, alumni) may also be formed.

  2. All pedagogical staff members of the school are members of the pedagogical council.

  3. The Pedagogical Council, in the manner prescribed by the Ministry, elects a member of the council from its composition by secret ballot. The representative who has collected the most votes is considered elected.

  4. The Pedagogical Council discusses:

  1. in accordance with the requirements of the state standard of general education, issues of implementing general education basic programs in accordance with the preferences and abilities of students, ensuring the preservation of their life and health, and in accordance with the requirements of the state standard of preschool education, the annual work plan corresponding to the requirements of preschool programs and related issues (in case of availability of a preschool);
  2. the issue of applying to the territorial center of pedagogical and psychological support for the assessment of the student's need for special educational conditions, if there is a signed agreement from the parent, or an application from the guardianship and trusteeship body;
  3. the individual learning plan of a student with special educational needs and the pedagogical and psychological support services provided to the student;
  4. issues of the content of education, the quality of students' learning, the organization of extracurricular activities carried out with them, the formation of study groups, extended day groups and study cabinets, as well as the creation of career guidance centers;
  5. projects of standards and programs of general education subjects provided to the educational institution for examination or developed by it, school curricula, as well as new experimental textbooks, manuals and other materials;
  6. the annual plan and report of educational work, the issue of providing advisory (informational, psychological, social-pedagogical, special pedagogical, methodological, health and other types) services supporting the educational process in the school;
  7. other issues related to the educational process of the school and preschool (if available).
  1. The Pedagogical Council makes decisions on:
  1. establishing the working regime and the duration of the working week of the school (including the preschool),
  2. transferring students from class to class, giving summer assignments,
  3. admitting students to exams, awarding with a commendation,
  4. exempting from studying a certain subject,
  5. determining the examination subjects due to absences and the schedule of examinations,
  6. assigning re-examinations to students or repeating the course of the given academic year,
  7. issuing a state-standard graduation document of the basic educational level to school graduates,
  8. applying disciplinary punishment or incentive measures to a student in the manner prescribed by law,
  9. the distribution of hours of the school component of the school curriculum and submits it to the director for approval,
  10. other issues related to the educational process of the school.
  1. The work of the Pedagogical Council is led by the school principal, who is ex officio the chairman of the Pedagogical Council.
  2. The meetings of the Pedagogical Council are minuted by a permanent secretary elected from among the members of the Pedagogical Council, in whose absence a new secretary is elected to minute that meeting. The secretary is responsible for the diligent preparation of the minutes of the Pedagogical Council. The minutes of the meeting are prepared within three working days and signed by the chairman and the secretary of the council. The meeting of the Pedagogical Council can be recorded if possible or necessary.
  3. The meetings of the Pedagogical Council are convened at least once every two months; if necessary, extraordinary meetings are convened:
  1. at the initiative of the principal.
  2. at the initiative of 1/3 of the members of the Pedagogical Council.
  3. at the initiative of the authorized body.
  1. The meetings of the Pedagogical Council are open.
  2. If necessary, parents, representatives of the student council (when discussing issues directly related to students), and other persons are invited to participate in the meetings of the Pedagogical Council with the right to an advisory vote.
  3. The school principal informs about the place, time, and agenda of the Pedagogical Council meeting with a written notice at least three days before the meeting of the Pedagogical Council.
  4. By decision of the Pedagogical Council, changes can be made to the agenda of the meeting.
  5. The meeting of the Pedagogical Council is authorized if more than half of the total number of members of the Pedagogical Council participate in it, and at least 2/3 during the election of council members.
  6. The decisions of the Pedagogical Council are adopted by a majority of the votes of the members of the Pedagogical Council who participated in the voting.
  7. Each member of the Pedagogical Council has the right to one vote. Transfer of vote is prohibited.
  8. The implementation of the decisions of the Pedagogical Council is ensured by the school principal, who regularly reports on the results to the Pedagogical Council.
  9. Subject methodological associations are created in the presence of at least three or more teachers of subjects of the same field or related subjects (in cases where the number of teachers teaching in that field in the institution is less than three, these teachers are united in methodological associations of related subjects or are included in other subject methodological associations of the school at the discretion of the principal). The inclusion of all school teachers in subject methodological associations is mandatory. The subject methodological association has a leader. The leader of the subject methodological association is elected from among the members of the subject methodological association at the discretion of the school principal. The leader of the subject methodological association participates in trainings conducted by the "National Center for Educational Development and Innovations" foundation.
  10. In the case of having up to one hundred students, the school teachers can form a school subject methodological association or, if a separate subject methodological association is not created in the school, participate in that of the nearest school

to the work of the subject methodological association, which organizationally and territorially enables their participation.
85. A subject methodological association of elementary education is created for class teachers.
86. The subject methodological association:

  1. develops its annual work plan in accordance with the requirements of subject standards and subject programs, by months, and is guided by that plan in carrying out its work, and also submits proposals for the development of the school's annual plan of educational work.
  2. summarizes the results of the implementation of the works provided for in the annual work plan in the meetings of the methodological association.
  3. may submit decisions made at the meetings of the methodological association to the pedagogical council as a justification, evidence, or draft decision.
  4. discusses the educational programs, draft curricula, textbooks, and methodological materials submitted for examination by the pedagogical council and presents a professional opinion and proposals regarding them.
  5. performs the preliminary distribution of class hours defined by the curriculum and submits a proposal to the school principal.
  6. discusses the individual learning plans of students with special educational needs, and submits proposals as necessary.
  7. studies and discusses the results of the activities of the teachers who are members of the methodological association, according to the state and subject standards and the final results of the programs, as well as the progress and results of the educational projects being implemented, organizing methodological support if necessary.
  8. discusses the performance of the thematic plans of the teachers who are members of the methodological association.
  9. studies, generalizes, and disseminates advanced pedagogical experience, contributing to the improvement of the quality of education and the professional development of teachers.
  10. assists teachers in preparing for certification.
  11. ensures teachers' awareness of the latest achievements in pedagogy.
  12. organizes professional and pedagogical-methodological consultations, seminars, and other events.
  13. organizes school subject Olympiads, competitions, and other events.
  14. develops and submits examination and control assignments for approval by the director in the prescribed manner.
  1. Inter-school subject methodological associations may be created at the initiative of various schools and teachers. The meetings of inter-school subject methodological associations may be convened remotely.
  2. The meetings of the subject methodological associations are held at least once a month. The meetings are recorded.
  1. The minutes of the meetings are drawn up electronically by the secretary of the association within three days and certified by the signature of the chairman of the association.

  2. The minutes of the methodological association meeting of the educational institution contain the following information:
    a. the serial number of the minutes,
    b. the date of the meeting,
    c. the number, name and surname of the participants in the meeting,
    d. the agenda of the meeting,
    e. a summary of the content of the discussed issues, indicating the purpose of the work performed, the participants, the actions performed and their results, the problems recorded and the plan for their elimination,
    f. the decision of the council.

  3. The minutes of the meetings for the given academic year are collected in a separate folder, and after the end of the academic year, they are bound to form a log of the methodological association's minutes.

  1. The class parent councils consist of a chairman, a secretary, and the parents (legal representatives) of the given class. The class parent council is formed for one academic year. The chairman and secretary of the class parent council are elected by secret ballot, by a majority of the votes of the total number of members of the given class parent council.
  2. The school parent council is formed from the chairmen of the class parent councils. The chairman of the school parent council is elected by secret ballot, by a majority of the votes of the total number of members of the parent council. The chairman of the school parent council is a member of the pedagogical council.
  3. The chairman of the school parent council informs the members of the council about the place, time and agenda of the meeting at least three days before the meeting of the school parent council, in writing, by e-mail. Changes may be made to the agenda of the meeting by decision of the school parent council. Meetings of the school parent council are convened at least once every three months; in case of necessity, extraordinary meetings are convened.
  4. The meetings of the class and school parent councils are valid if more than half of the total number of members participate. Decisions are adopted by a majority of the votes of the members who participated in the voting.
  5. Each member of the class and school parent councils has the right to one vote.
  6. Class teachers participate in the meetings of the class parent councils, and the director participates in the meetings of the school parent council.
  7. For the discussion of school-wide issues, the school parent council convenes general meetings. During the academic year, according to the school's annual educational plan, class meetings are convened at least four times, and school-wide meetings are convened at least twice. Extraordinary school-wide and class parent meetings may be convened at the initiative of the director, class parent councils, and class teachers.
  8. The school parent council:
  1. in accordance with the requirements of the procedure for forming the school council, nominates candidates for membership in the council from its composition. The candidate who receives the most votes by secret ballot is considered elected from the registered candidates.
  2. submits proposals to the school director or the pedagogical council for improving the educational work of students,

to encourage pedagogues and, if necessary, to improve their work.
3) assists the school in organizing pedagogical and psychological support services for students with special educational needs.
4) presents necessary pedagogical and psychological support services to parents, participates in activities for their development and provision.
5) hears the director's report on the state and prospective plans of the school's activities, receives clarifications on issues of interest to parents.
6) strengthens ties between the school and parents, forms unified requirements for the upbringing of children with pedagogical staff and presents them to parents.
7) involves parents in students' extracurricular and out-of-class activities.
8) assists the school in the process of implementing compulsory education for students.
9) participates in the creation of necessary conditions for the education and upbringing of students, supports the enrichment of the school's educational and material base, also involving sponsors in this work.
10) participates in activities to provide material assistance to orphaned and socially disadvantaged children.
11) assists in organizing students' recreation and leisure during holidays.
12) ensures the protection of children's rights in school.
13) provides parents with information, organizes seminars, consultations.
14) familiarizes parents with their rights, duties, and responsibilities defined by law.
97. The school's parent council cooperates with the school's pedagogical and other councils.
98. The school's parent council may submit a written proposal to the school council regarding a vote of no confidence in the director.
99. The secretary of the parent council compiles the minutes of school-wide meetings and meetings of the school's parent council.
100. For the implementation of the goals defined by the charter, the school's parent council may exercise other powers in the manner prescribed by the legislation of the Republic of Armenia.
101. The representative body endowed with the powers of autonomy and self-governance of the school's students is the student council, which is created in accordance with the principles of democracy and autonomy.
102. Students can also create clubs and associations according to their interests, which are links contributing to the development of student autonomy.
103. The school director, their deputy, the coordinator of the administrative and economic department, members of the council, as well as members of advisory bodies, when acting on behalf of the school, must act conscientiously and reasonably in the interests of the school they represent.

6. PARTICIPANTS OF THE SCHOOL'S EDUCATIONAL PROCESS

  1. The participants of the educational process in the school are:
  1. the student.
  2. the student's parent.
  3. the teacher and other pedagogical staff.
  4. administrative staff.
  5. representatives of the Ministry, territorial administration and local self-government bodies, as well as the Territorial Pedagogical-Psychological Support Center, and other persons included in the council and advisory bodies.
  1. Students in the school have equal rights and responsibilities.

  2. The student has the right to:

  1. receive education in accordance with the state educational standard of general education.
  2. with the consent of the parent, choose the school and the form of education, as well as the available stream in the school, receive paid educational services.
  3. use the school's educational and material base free of charge.
  4. receive support aimed at satisfying the need for special educational conditions.
  5. participate in in-school and out-of-school events.
  6. be protected from any physical and psychological pressure, exploitation, actions or inactions of pedagogical and other employees and students that violate the student's rights or infringe upon their honor and dignity.
  7. participate in the management of the school in the manner prescribed by the school's charter.
  8. freely seek and access any information, except in cases prescribed by law.
  9. freely express their own opinions and beliefs.
  10. be encouraged for exemplary behavior or high academic performance.
  11. exercise other rights prescribed by law and the school's internal disciplinary rules.
  1. The student is obliged to:
  1. fulfill the requirements prescribed by the school's charter and internal disciplinary rules.
  2. acquire knowledge corresponding to the state standards of general education, acquire and master relevant skills and abilities, satisfy the requirements for the established value system.
  3. attend and participate in educational classes.
  4. fulfill other obligations prescribed by law and the school's internal disciplinary rules and not contradicting the legislation of the Republic of Armenia.
  1. The general education school ensures safe and secure conditions for the implementation of the educational program, a normal working regime, medical assistance and service, as well as the necessary conditions for the physical development and health promotion of students, forms personal hygiene and healthy lifestyle skills in accordance with the procedure established by the authorized state administration body in the field of healthcare.

  2. Each student undergoes a medical (preventive) examination at least once a year, which is carried out by the school's medical service, and in case of impossibility, by the territorial service

from a healthcare organization at the expense of the state budget of the Republic of Armenia.
110. Discipline in the school is ensured by law, charter, and internal disciplinary rules, in the prescribed manner.
111. In case of non-fulfillment or improper fulfillment of the school's internal disciplinary rules, the following disciplinary penalties may be applied to students of the middle school in the manner prescribed by law and charter:

  1. reprimand.
  2. severe reprimand.
  1. A disciplinary penalty may be lifted within one year from the day it was imposed on a student if the student has not committed a new disciplinary offense and has shown himself to be a conscientious, exemplary, disciplined student.
  2. In case of repeated application of the disciplinary penalty provided for in sub-point 2 of point 112 of this charter to the same student within one academic year, the school may apply to the authorized body in the field of social support with a proposal to organize social support services for the student.
  3. For students, moral and material incentives may be established by the founder, the ministry, territorial administration and local self-government bodies, the school, as well as social partners, organizations, and individuals, in the form of a letter of appreciation, a certificate of commendation, an award, or other forms defined by the charter.
  4. The procedure for applying other incentive measures and forms in the school is determined by the council.
  5. The rights and obligations of pedagogical staff are defined by law.
  6. In case of improper fulfillment or non-fulfillment of the obligation to ensure the safety of the student's life or to protect their health, if as a result the child's health has been harmed, the persons on whom these obligations are imposed bear responsibility in the manner prescribed by law.
  7. SCHOOL PROPERTY, ASSETS ATTACHED TO IT, AND FINANCIAL AND ECONOMIC ACTIVITIES
  8. The school's property is formed at the time of the school's establishment and subsequently from property transferred to it by the founder by right of ownership, as well as property produced and acquired during the school's activities.
  9. The school has the right, in accordance with the law, the founder's decisions, and (or) its charter, to possess, dispose of, and use the property belonging to it by right of ownership at its discretion. The founder has no rights over the property belonging to the school by right of ownership, except for the property remaining after the liquidation of a state organization.
  10. The school has the right to lease the property attached to it on behalf of the state, in accordance with the requirements of the procedure established by the Government of the Republic of Armenia.
  11. In accordance with the procedure established by the Government of the Republic of Armenia, areas attached to the school by right of gratuitous use

from the funds transferred to the state budget of the Republic of Armenia from the lease, through the authorized state body managing the school, the school may use the transferred funds, as an additional allocation, exclusively for its statutory purposes. 122. The profit generated during the school's activities is used to achieve the goals provided for by this charter, in accordance with the procedure established by Decision No. 1579-N of the Government of the Republic of Armenia of December 2, 2010. 123. The financial resources of the school are formed from the state budget of the Republic of Armenia and other sources not prohibited by the legislation of the Republic of Armenia. 124. The school may receive additional funding from the state budget of the Republic of Armenia in the form of a competitive procedure and a direct grant established by the Government of the Republic of Armenia. 125. Additional sources of funding for the school are: 1) funds received from entrepreneurial activities established by law or by the founder. 2) charitable, targeted investments, donations and contributions from organizations and citizens of the Republic of Armenia and foreign countries. 126. Control over the school's activities is exercised by the founder, the authorized state body, other state administration bodies authorized by the founder, as well as those provided for by law. # 8. REORGANIZATION AND LIQUIDATION OF THE SCHOOL 127. The school is reorganized and liquidated in accordance with the procedure established by law. 128. The school may be reorganized into a company or foundation with one hundred percent state participation. 129. In case of liquidation of the school, after satisfying the claims of the school's creditors, the monetary funds are transferred to the state budget, and other property is transferred to the Republic of Armenia by right of ownership, represented by the Government of the Republic of Armenia, except for cases established by law.

1. GENERAL PROVISIONS

  1. "Yerevan Basic School No. 157" State Non-Commercial Organization (hereinafter: School) is a non-profit, legal entity status holding educational institution implementing general education programs.
  2. The founder of the School is the Republic of Armenia, represented by the Government of the Republic of Armenia (hereinafter: Founder).
  3. The School is the legal successor of the "Yerevan Secondary School No. 157" budgetary institution (registration number 2730008, registration date 30.01.2003).
  4. In the course of its activities, the School is guided by the Constitution of the Republic of Armenia, the laws "On Education", "On General Education", "On State Non-Commercial Organizations", other legal acts, and these Statutes (hereinafter: Statutes).

  7. The school's activities are based on the principles of democracy, humanism, accessibility, transparency, free personal development, autonomy and the preservation of the secular nature of education, as well as the combination of national and universal values.

2. SUBJECT AND PURPOSE OF THE SCHOOL'S ACTIVITY

  1. The subject of the school's activity is the organization of education for each student through the implementation of general education basic and additional programs. The school may implement preschool educational programs (from 4 to 6 years of age) if it has a corresponding license to implement preschool educational programs.
  2. The purpose of the school's activity is to ensure the maximum participation of each student, including those in need of special educational conditions, in the educational process in accordance with their developmental characteristics and the final results defined by the state standard of general education approved by the Government of the Republic of Armenia's Decision N439-N of April 8, 2010.
  3. The school is responsible for:
  1. ensuring the accessibility of education for each student, equal participation opportunities, and the quality of implementation of educational programs.
  2. selecting effective teaching methods and forms in accordance with the state standard of general education and the state general education program.
  3. ensuring the accessibility of the physical environment and individual/reasonable adaptations to promote the maximum participation of each student in the educational process.
  4. providing pedagogical and psychological support services, taking into account the age, physiological and socio-psychological developmental characteristics, inclinations and abilities of students, as well as ensuring their life safety and health.
  1. The general education basic programs implemented by the school may include, as an integral part:
  1. educational-methodological, experimental, research work.

  2. measures for the professional development of pedagogical staff.

  3. organizing additional general education courses for students.

  4. measures promoting the health of students.

  5. organizing student nutrition and creating school-based gardens and greenhouses for organizing nutrition, which is also aimed at implementing practical and project work and developing entrepreneurial skills in students.

  6. organized transportation of students.

  7. organization of long-day education and (or) boarding for students. 8) organization of education, upbringing and recreation for students in educational-production bases, sports and health camps. 9) organization of pedagogical-psychological support services as the first level of the educational institution. 19. The school can carry out the following types of entrepreneurial activities: 1) implementation of additional general education programs. 2) organization of additional training in computer programs and languages. 3) development of educational-production activities and sale of products. 4) organization of extracurricular education. 5) organization of student nutrition. 6) organization of food and (or) accommodation during educational, sports and cultural events. 20. The school can engage in licensed activities only on the basis of a license. ### 3. ORGANIZATION OF THE SCHOOL'S EDUCATIONAL PROCESS 21. The school implements elementary and basic general education programs according to educational levels. 22. For national minorities of the Republic of Armenia, the school can organize general education in their native or national language with mandatory Armenian language instruction. 23. Educational groups, i.e., classes, are formed according to the age of the students and the results of their assimilation of the educational program, in accordance with Decision N 954-N of the Government of the Republic of Armenia of August 30, 2018. 24. At the end of general education programs, the final results defined by the state standard of general education are checked, state final attestation is carried out, and a state-standard graduation document is issued. 25. The school carries out the current and final (semester and annual) assessment of students' academic progress, the choice of its forms, methods, frequency, and content of assignments, in accordance with the state standard of general education and other normative legal acts. 26. Educational plans are compiled in accordance with the state standard of general education, based on the general structure of the educational plan and the rules for compiling the educational plan. ### 4. SCHOOL MANAGEMENT 27. The school's governing bodies are: 1) the founder. 2) Yerevan Municipality (hereinafter referred to as the authorized body). 3) the collegial governing body - the council (hereinafter referred to as the council). 4) the executive body - the director and the coordinator of the administrative and economic part (hereinafter referred to as the coordinator). The positions of school director and coordinator can be held by persons who meet the requirements of Article 12 of the Law "On General Education".

  1. The Founder has the right to finally resolve any issue related to the school's activities and management, except for cases provided by law.
  2. The Founder's powers are:
  1. establishment, reorganization, and liquidation of the school, as well as its branch.
  2. appointment of the school's liquidation commission and approval of the liquidation balance sheet.
  3. definition of the school's subject and objectives of activity, including the types of entrepreneurial activity carried out by it.
  4. approval of the composition of state-owned property transferred or assigned to the school by right of ownership.
  5. definition of the procedure for using the school's profit.
  6. exercise of other powers defined by law.
  1. The authorized body carries out the general management of the school, supervision of the school's activities, and ensures its normal operation.
  2. The powers of the authorized body are:
  1. conclusion of an employment contract on behalf of the founder with the director and coordinator of the school under its subordination for a period of five years, in the manner prescribed by the Government of the Republic of Armenia.
  2. approval of the school's charter and making amendments to it.
  3. suspension or annulment of decisions, orders, and directives of the school's collegial management and executive bodies that contradict the requirements of the legislation of the Republic of Armenia and this charter, within the limits of its powers.
  4. hearing reports on the school's activities, examining the results of inspections or re-inspections carried out in cases and in the manner prescribed by law.
  5. exercising control over the use and preservation of state property assigned to the school.
  6. giving consent to major transactions in accordance with Article 22 of the Law "On State Non-Commercial Organizations".
  7. submission of an application to the property management committee at the suggestion of the school director for the purpose of leasing property directly, by tender or auction.
  8. exercise of other powers defined by the legislation of the Republic of Armenia.
  1. The state educational institution has a collegial management body - a council. A unified council may also be formed by combining schools operating in the manner prescribed by the Ministry. A person closely related by kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) to the school director and coordinator cannot be nominated as a member of the council. The director of the institution and the coordinator of the administrative and economic part cannot be members of the council of that institution or of the unified council in which that institution is included.
  2. The Council:
  1. approves its work procedure, meeting agenda, schedule, and elects the chairman of the council in the prescribed manner.
  2. assists in the implementation of the educational institution's development program, monitors the annual

implementation of actions, hears the annual report on the implementation of the development program and provides a conclusion;
3) approves the organizational structure of the school, internal disciplinary rules, including the rules of conduct for employees and students;
4) discusses reports on educational activities, including the implementation of pedagogical-psychological support services;
5) discusses the results of internal and external evaluations;
6) submits recommendations to the authorized body in accordance with the field of activity, goals, and objectives of the educational institution;
7) based on the conclusion given in accordance with sub-clause 2 of this clause, by the consent of two-thirds of the total number of council members (in the case of a unified council, nominated only by the pedagogical and parental councils of the given institution and the head of the given community), taking as a basis the performance indicators and requirements established by the authorized body, may express no confidence in the director and apply to the head of the relevant authorized body with a proposal for early termination of their powers, attaching arguments justifying the necessity of terminating the powers;
8) exercises other powers reserved to it by law and by the founder.
34. The Council has the right to become acquainted with all documents of the school, while maintaining the requirements of the Law "On Protection of Personal Data."
35. A member of the Council is obliged to:

  1. participate in the meetings of the council in the manner prescribed by these Regulations, act in good faith for the benefit of the interests of the student and the effectiveness of education;
  2. perform the duties reserved to them by the Law "On General Education," these Regulations, and the decisions (instructions) of the council;
  3. perform those instructions and decisions of the council and the authorized body that presented them, which stem from these statutory goals.
  1. Only physical persons may be nominated as members of the Council. The director and the coordinator of the school cannot be nominated to the school council. A member of the council cannot be the acting director or coordinator of the school.
  2. The first meeting of the Council is convened within a seven-day period after the approval of the council's composition.
  3. The Chairman of the Council is elected by a majority of votes of the total number of council members, by secret ballot.
  4. The Chairman of the Council:
  1. organizes the work of the council;
  2. presides over the meetings of the council;
  3. organizes the keeping of the minutes of the council meetings and signs them;
  4. after each meeting of the council (after signing the minutes following a meeting held in a remote format), within two working days, submits the minutes of the meeting (in the case of a unified council, separately for each school) for publication on the official website of the given school.
  1. In the absence of the Chairman of the Council, by the decision of the council, one of the members of the council performs their duties.

  2. Council meetings are convened by its chairman at least once every quarter, as well as at the request of the authorized body, the director, the coordinator, or 1/3 of the council members. At the request of 1/3 of the council members, the meeting is convened within the timeframe and with the agenda set by the initiators. A council meeting is quorate if more than half of the council members participate in it, and in case of expressing no confidence in the director, at least two-thirds.

  3. Council meetings can be convened remotely via video link (with the exception of meetings convened for the purpose of expressing no confidence in the school director). Council meetings held in a remote format are video recorded, serving as a basis for the secretary to draw up the minutes and for the members to sign it within 15 working days after the date of the meeting.

  4. Council decisions are adopted by a majority of the votes of the members present at the meeting, and in the meeting for presenting the director's annual performance report of the development program, decisions are adopted by a majority of the votes of the total number of council members, and in case of expressing no confidence in the director, decisions are adopted by at least two-thirds of the total number of council members' votes in favor. In the case of a unified council, members of the pedagogical and parental councils of the given school participate in the meeting.

  5. During voting, a council member has the right to one vote. The transfer of the right to vote and ballot to another member is not allowed.

  6. Council meetings are minuted by the secretary and signed by the members present.

  7. Cases of termination of the powers of a council member are defined by law.

  8. The coordination and methodological management of the school's educational process is carried out by the director, who is appointed to the position in the manner established by the Government of the Republic of Armenia.

  9. The school director:

  1. submits to the council the annual action schedule ensuring the implementation of the educational institution's development program.

  2. based on the school's curriculum, carries out class distribution in the education management information system, on the basis of which the tariffication is formed.

  3. in the education management information system, based on the nomenclature of positions of pedagogical workers of general education institutions implementing the main programs of the Republic of Armenia, approved by the decision of the Government of the Republic of Armenia, enters the staff positions necessary for the organization of the educational process.

  4. provides the coordinator with the necessary needs for the effective organization of the educational process to estimate the required expenses, draw up an estimate, and submit it to the authorized body.

  5. exercises control over the progress of educational work, the academic load of students, their progress, and the internal disciplinary rules of the institution, including the behavior of employees and students.

  6. submits to the council for approval the composition of pedagogical and psychological support services at the school level, including students with special educational needs.

  7. approves the school's (including the preschool's) curriculum, the annual plan of educational and upbringing work, and the reports of the deputy director, class teachers, chairpersons of subject methodological associations, and pedagogical staff, based on the recommendation of the pedagogical council. 8) participates in council meetings with advisory voting rights. 9) supports the work of the school's advisory bodies. 10) develops and submits to the council for approval the procedure for the competition for a vacant teacher position at the school, based on the exemplary procedure for a teacher vacancy competition approved by the Minister's Order N 396-Ն of April 15, 2013, and also submits to the council for approval the organizational structure of the school, internal disciplinary rules, including the rules of conduct for employees and students. 11) in accordance with the nomenclature of positions and job descriptions, conducts the competition for a vacant teacher position, the selection of pedagogical staff, the specialist for electronic governance and teaching support, his/her deputy, heads of branches, structural subdivisions (subject methodological associations), class teachers, concludes and terminates employment contracts, distributes work, applies incentive measures and imposes disciplinary penalties on them. 12) leads the pedagogical council and coordinates the work of subject methodological associations. 13) compiles the timetable for academic classes (or ensures the compilation of the timetable for academic classes) and reports on the state of educational and upbringing work. 14) encourages and promotes the creative initiatives of employees. 15) assists teachers in participating in regular and voluntary certifications, as well as in performing the necessary work to submit an application for obtaining a qualification category. 16) promotes participatory governance in the advisory bodies of the educational institution. 17) exercises control over the content of teaching, the quality of students' knowledge acquisition, academic progress, their behavior, the organization of extracurricular and out-of-school activities, and the performance of the work duties of school employees. 18) ensures the normal functioning of extracurricular clubs and educational laboratories, career guidance centers. 19) in accordance with the curriculum, ensures the implementation of (preschool) general education programs (basic and additional), the organization of the educational process, and bears responsibility for the quality and content of education. 20) ensures the implementation of instructions from the authorized body that do not contradict the legislation of the Republic of Armenia. 21) ensures the formation of a favorable moral and psychological atmosphere in the school. 22) ensures the maintenance and preservation of documents subject to use in the school, stemming from its functions. 23) in the prescribed manner, forms the composition of the school's students, takes steps in the manner prescribed by law to ensure their social and psychological protection, special conditions of education

for ensuring the realization of the right of children in need to education and pedagogical-psychological support services, in case of detection of a student (family) in a difficult life situation, informs the guardianship and trusteeship body serving the area within three working days. 24) represents the school in state administration, local self-government bodies and other organizations within the framework of functions assigned to it by law, issues powers of attorney. 25) within the limits of its powers defined by law and this charter, issues orders, instructions, gives mandatory instructions for execution and controls their execution. 26) submits to the council for discussion the report on educational activities, the results of external and internal evaluation. 27) submits a proposal to the coordinator for providing financial incentives to pedagogical workers. 28) exercises other powers assigned to it by legislation and this charter. 29) submits observations on the draft budget prepared by the coordinator. 49. The director bears responsibility in the manner prescribed by law for the non-fulfillment or improper fulfillment of the requirements of the functions assigned to him by legislation and this charter, laws, decisions of the founder, ministry, authorized body and council, and concluded contracts, as well as for the protection of the labor rights and freedoms of employees, the preservation of the health and safety of students and employees, as recorded by the bodies exercising control in the manner prescribed by law. 50. The administrative and economic process of the school is managed by the coordinator, who is appointed to the position in the manner prescribed by the Government of the Republic of Armenia. 51. A person related to the school coordinator by close kinship or affinity (parent, spouse, child, brother, sister, spouse's parent, child, brother, sister) cannot be the chief accountant of the school. 52. The school coordinator: 1) submits to the authorized body the report on the financial and economic activities of the school, the draft budget, the application for budgetary financing and the estimate of expenses for the next year, presenting in it the pedagogical-psychological support services, the certificate on the results of external and internal evaluation. 2) enters the necessary staff for the organization of the administrative and economic process in the education management information system on the basis of the nomenclature of positions of administrative and economic workers of a general education educational institution implementing the main programs of the Republic of Armenia, approved by the decision of the Government of the Republic of Armenia. 3) analyzes and evaluates the expenses required for the needs necessary for the effective organization of the educational process provided by the director, prepares the estimate and submits the estimate signed by him to the authorized body.

  1. ensures the organization and implementation of procurement processes.
  2. in accordance with the nomenclature of positions and job descriptions, conducts competitive selection for vacant administrative and economic positions, concludes and terminates employment contracts.
  3. ensures the necessary conditions for the normal functioning of extracurricular clubs and educational laboratories, and career guidance centers.
  4. ensures the necessary conditions for the implementation of educational programs in accordance with the curriculum and the organization of the educational process.
  5. defines the school's accounting policy.
  6. ensures the maintenance of accounting records, and the preparation and submission of financial reports.
  7. ensures the circulation, maintenance, and storage of administrative and economic documents to be used in the school.
  8. within the scope of functions vested in him/her by law, represents the school in state administration bodies, local self-government bodies, and other organizations, opens an account (accounts) in the treasury of the state administration body authorized by the Government of the Republic of Armenia in the field of state finance management, and issues powers of attorney.
  9. manages the school's property, including financial resources, in the manner prescribed by the legislation of the Republic of Armenia, and concludes contracts.
  10. within the scope of his/her powers defined by law and this charter, issues orders, instructions, gives mandatory instructions for execution, and monitors their implementation.
  11. participates in council meetings with an advisory vote, and also submits an annual report to the council on the performance of the functions defined by this point.
  12. assists in the work of the advisory bodies of the educational institution.
  13. ensures the fulfillment of assignments of the authorized body that do not contradict the legislation of the Republic of Armenia.
  14. in accordance with his/her job description, participates in training courses in accordance with the procedure and schedule established by the decision of the Government of the Republic of Armenia.
  15. exercises other powers vested in him/her by legislation and this charter.
  1. The Coordinator, in the manner prescribed by law, bears responsibility for the non-fulfillment or improper fulfillment of the functions vested in him/her by legislation and this charter, laws, decisions of the founder, ministry, authorized body, council, and the requirements of concluded contracts, as well as for the protection of the labor rights and freedoms of administrative and economic workers, the protection of the health and safety of students and employees, and the provision of necessary sanitary and hygienic conditions for the educational institution as prescribed by law, as recorded by the bodies exercising supervision in the manner prescribed by law.

  2. Individuals who are closely related by kinship or affinity (parent, spouse, child, sibling, spouse's parent, child, sibling) cannot be nominated or appointed as director and coordinator.

  3. Within one month after the approval of the state budget for each year, the coordinator submits the draft budget of the school to the director in the manner prescribed by law.

  4. The director reviews the submitted draft and, if there are proposals regarding the draft, submits them in writing to the coordinator.

  5. The coordinator, after discussing the submitted proposals with the director, submits the revised draft budget to the authorized body, if necessary.

  6. The director ensures the operation of the system of pedagogical-psychological support services in the school, cooperation, including with the Territorial Pedagogical-Psychological Support Center, and the implementation of services, the deputy director coordinates the work, and the services are carried out by the pedagogical staff of the school and the employees of the Territorial Pedagogical-Psychological Center in accordance with the functions defined by the job description.

  7. The director and coordinator of the school are not obliged to execute decisions, orders, instructions of authorized and other bodies that contradict the legislation of the Republic of Armenia and this charter, and cannot be held liable for their non-execution.

  8. In the absence of the coordinator, the functions assigned to the coordinator by law and this charter are performed by the director of the given institution.

  9. In case of absence of the director, as well as in case of a vacant position of director, the authorized body appoints the deputy director who is not a member of the council of the given institution as acting director, or appoints a person with higher education and at least five years of pedagogical or scientific-pedagogical work experience or management experience in the last 10 years, or at least three years of experience in education management, who is not a member of the council of the given institution. The former director of the given institution, as a result of whose termination of powers a vacant position of director has arisen, cannot be appointed as acting director of the same institution.

  10. The powers of the director terminate in cases and in the manner prescribed by law.

  11. The school director may have a deputy. A person closely related by kinship or affinity (parent, spouse, child, sibling, spouse's parent, child, sibling) to the school director cannot be the deputy director of the school, as well as the chief accountant.

  12. The nomenclature of positions of pedagogical and administrative-economic staff of the school, their descriptions are defined by the decision of the Government of the Republic of Armenia.

  13. The duties of the class leader (hereinafter - class teacher), and in elementary school - the class teacher, are performed by the pedagogical worker of the institution, who is not simultaneously an administrative worker. The class teacher (class teacher):

  1. carries out educational work among the students of his/her class, identifies students (families) in difficult life situations and their

about it to the school principal within one working day, closely cooperating with other pedagogical staff.
2) participates in the observation, identification, assessment of the need for special educational conditions for students in his/her class, and in the development of an individual learning plan, the organization of the provision of appropriate pedagogical-psychological support services, cooperation with pedagogical-psychological support specialists of the school and the Territorial Pedagogical-Psychological Center, and in carrying out work with parents.
3) promotes the participation of the family in ensuring the fulfillment of pedagogical requirements by the school towards students.
4) if necessary, submits a proposal to the teacher teaching the given subject to include the student in an extended day group for the purpose of providing educational assistance.
5) carries out the clerical work established for the class, electronic registrations, submits information to the school administration about students' progress, attendance, behavior, and students needing special educational conditions.
6) organizes events for students to strengthen their health, promote mental and physical development, class teacher hours, competitions, targeted excursions, tours, and other events.
7) submits to the discussion of the school's pedagogical council the issue of presenting a student for encouragement or disciplinary action.
8) in cooperation with teaching teachers, other pedagogical staff, and students' parents, ensures a favorable moral and psychological atmosphere in the class.
66. In the presence of up to one hundred students in the school, the duties of the class teacher, by decision of the pedagogical council, may be assigned by order of the principal to the coordinator of educational support and educational work, and in the presence of one hundred or more students, the duties of the class teacher may be combined according to classes, or as deemed appropriate (taking into account the number of classes and student density) for the entire educational level. The school may also have a separate class teacher position.

5. ADVISORY BODIES

  1. For the purpose of effective organization of educational activities in the school, advisory bodies are formed: pedagogical council, subject methodological associations, school parent, student councils. Other advisory bodies (boards of trustees, alumni) may also be formed.
  2. All pedagogical staff of the school are members of the pedagogical council.
  3. The pedagogical council, in the manner prescribed by the Ministry, elects a member of the council from its composition by secret ballot. The representative who received the most votes is considered elected.
  4. The pedagogical council discusses:

  1. in accordance with the requirements of the state standard of general education, issues of implementing general education basic programs in accordance with the preferences and abilities of students, ensuring the preservation of their life and health, and in accordance with the requirements of the state standard of preschool education, the annual work plan in accordance with the requirements of preschool programs and related issues (in case of availability of a preschool);
  2. the issue of applying to the regional center for pedagogical and psychological support for assessing the need for special conditions of education for a student, if there is a consent signed by the parent, or an application from the guardianship and trusteeship body;
  3. the individual learning plan of a student with special educational needs and the pedagogical and psychological support services provided to the student;
  4. issues of the content of education, the quality of students' learning, the organization of extracurricular activities carried out with them, the formation of study groups, extended-day groups and study cabinets, as well as the creation of vocational guidance centers;
  5. draft standards and programs of general education subjects, school curricula submitted for examination to the educational institution or developed by it, as well as new textbooks, manuals and other materials being tested;
  6. the annual plan and report of educational work, the issue of providing advisory (informational, psychological, socio-pedagogical, special pedagogical, methodological, health and other types) services supporting the educational process in the school;
  7. other issues related to the educational process of the school and preschool (if available).
  1. The Pedagogical Council makes decisions on:
  1. establishing the working regime and the duration of the working week of the school (including the preschool),
  2. transferring students from one class to another, giving summer assignments,
  3. admitting students to exams, awarding them with commendation letters,
  4. exempting from studying any subject,
  5. determining the examination subjects due to absences and the schedule of examinations,
  6. assigning re-examinations to students or repeating the course of the given academic year,
  7. issuing a state-standard graduation document of basic educational level to school graduates,
  8. applying disciplinary punishment or incentive measures to a student in the manner prescribed by law,
  9. the distribution of hours of the school component of the school curriculum and submitting it to the director for approval,
  10. other issues related to the educational process of the school.
  1. The work of the Pedagogical Council is led by the school director, who is ex officio the chairman of the Pedagogical Council.

  2. The meetings of the Pedagogical Council are recorded by a permanent secretary elected from among the members of the Pedagogical Council, in whose absence a new one is elected

secretary: to record the given meeting. The secretary is responsible for the diligent preparation of the pedagogical council's minutes. The minutes of the meeting are prepared within three working days and signed by the chairman and secretary of the council. The meeting of the pedagogical council can be audio-recorded if possible or necessary. 74. Meetings of the pedagogical council are convened at least once every two months; if necessary, extraordinary meetings are convened:

  1. at the initiative of the director.
  2. at the initiative of 1/3 of the members of the pedagogical council.
  3. at the initiative of the authorized body.
  1. Meetings of the pedagogical council are open.

  2. If necessary, parents, representatives of the student council (when discussing issues directly related to students), and other persons are invited to participate in the meetings of the pedagogical council with advisory voting rights.

  3. The school director informs about the place, time, and agenda of the pedagogical council meeting with a written notice at least three days before the meeting.

  4. By decision of the pedagogical council, changes can be made to the meeting agenda.

  5. The meeting of the pedagogical council is authorized if more than half of the total number of members of the pedagogical council participate in it, and at least 2/3 during the election of council members.

  6. Decisions of the pedagogical council are adopted by a majority of the votes of the members of the pedagogical council who participated in the voting.

  7. Each member of the pedagogical council has the right to one vote. Transfer of a vote is prohibited.

  8. The school director ensures the implementation of the decisions of the pedagogical council and regularly reports on the results to the pedagogical council.

  9. Subject methodological associations are created in the presence of at least three or more teachers of the same field or related subjects (in cases where the number of teachers teaching in that field in the institution is less than three, these teachers are united in methodological associations of related subjects or are included in other subject methodological associations of the school – at the director's choice). The inclusion of all school teachers in subject methodological associations is mandatory. The subject methodological association has a leader. The leader of the subject methodological association is elected from among the members of the subject methodological association – at the school director's choice. The leader of the subject methodological association participates in the training courses conducted by the "National Center for Educational Development and Innovations" Foundation.

  10. In the case of having up to one hundred students, school teachers can form a school subject methodological association or, if a separate subject methodological association is not created in the school, participate in the work of the subject methodological association of the nearest school that provides them with organizational and territorial opportunities for participation.

  11. For class teachers, a subject methodological association of elementary education is created.

  12. The subject methodological association:

  1. develops its annual work plan in accordance with the requirements of subject standards and subject programs, by months, and is guided by that plan in carrying out its work, and also submits proposals for the development of the school's annual plan of educational and upbringing work.
  2. summarizes the results of the implementation of the works provided for by the annual work plan in the meetings of the methodological association.
  3. may submit the decisions made in the meetings of the methodological association to the pedagogical council as a justification, evidence, or draft decision.
  4. discusses the educational programs, draft curricula, textbooks, and methodological materials submitted for examination by the pedagogical council and presents a professional opinion and proposals regarding them.
  5. performs the preliminary distribution of class hours defined by the curriculum and submits a proposal to the school principal.
  6. discusses the individual learning plans of students with special educational needs, and, if necessary, submits proposals.
  7. studies and discusses the results of the activities of the teachers who are members of the methodological association, according to the state and subject standards and the final results of the programs, as well as the progress and results of the educational projects being implemented, organizing methodological support if necessary.
  8. discusses the performance of the thematic plans of the teachers who are members of the methodological association.
  9. studies, generalizes, and disseminates advanced pedagogical experience, contributing to the improvement of the quality of education and the professional development of teachers.
  10. assists teachers in preparing for certification.
  11. ensures teachers' awareness of the latest achievements in pedagogy.
  12. organizes professional and pedagogical-methodological consultations, seminars, and other events.
  13. organizes school subject Olympiads, competitions, and other events.
  14. develops and submits examination and control tasks for approval by the principal in the prescribed manner.
  1. Inter-school subject methodological associations can be created at the initiative of different schools and teachers. Meetings of inter-school subject methodological associations can be convened remotely.
  2. Meetings of subject methodological associations are held at least once a month. The meetings are minuted.
  1. The minutes of the meetings are drawn up electronically by the secretary of the association within three days and certified by the signature of the chairman of the association.
  2. The minutes of the meeting of the methodological association of the educational institution contain the following information:
    a. the serial number of the minutes,
    b. the date of the meeting,

c. the number, name and surname of those participating in the meeting, d. the agenda of the meeting, e. the shorthand record of the content of the discussed issues, indicating the purpose of the work carried out, the participants, the actions carried out and their results, the problems recorded and the plan for their elimination, f. the decision of the council. 3) The minutes of the meetings for the given academic year are collected in a separate folder, and after the end of the academic year, they are bound, forming a logbook of the methodological association's minutes. 89. The class parent councils are composed of a chairman, a secretary, and the parents (legal representatives) of that class. The class parent council is formed for one academic year. The chairman and secretary of the class parent council are elected by secret ballot, by a majority of the votes of the total number of members of the parent council of that class. 90. The school parent council is formed from the chairmen of the class parent councils. The chairman of the school parent council is elected by secret ballot, by a majority of the votes of the total number of members of the parent council. The chairman of the school parent council is a member of the pedagogical council. 91. The chairman of the school parent council informs the members of the council about the place, time, and agenda of the meeting at least three days before the meeting of the school parent council, in writing, via email. Changes can be made to the agenda of the meeting by the decision of the school parent council. Meetings of the school parent council are convened at least once every three months; if necessary, extraordinary meetings are convened. 92. The meetings of the class and school parent councils are valid if more than half of the total number of members participate in them. Decisions are adopted by a majority of the votes of the members participating in the voting. 93. Each member of the class and school parent councils has the right to one vote. 94. Class teachers participate in the meetings of the class parent councils, and the director participates in the meetings of the school parent council. 95. For the discussion of school-wide issues, the school parent council convenes general meetings. During the academic year, according to the school's annual educational plan, class meetings are convened at least four times, and school-wide meetings are convened at least twice. Extraordinary school-wide and class parent meetings can be convened at the initiative of the director, class parent councils, and class teachers. 96. The school parent council: 1) in accordance with the requirements of the procedure for forming the school council, nominates candidates for membership in the council from its composition. The candidate who receives the most votes by secret ballot is considered elected from the registered candidates; 2) submits proposals to the school director or the pedagogical council for the purpose of improving the educational work of students, encouraging pedagogues, and, if necessary, improving their work; 3) assists the school in organizing pedagogical and psychological support services for students with special educational needs.

  1. presents to the parents the necessary pedagogical and psychological support services, participates in the development and provision of these measures.
  2. listens to the director's report on the state and prospective plans of the school's activities, receives clarifications on issues of interest to parents.
  3. strengthens the ties between the school and parents, forms unified requirements for the upbringing of children with pedagogical staff and presents them to parents.
  4. involves parents in students' extracurricular and out-of-class activities.
  5. helps the school in the process of implementing students' compulsory education.
  6. participates in the creation of necessary conditions for the students' education and upbringing, supports the enrichment of the school's educational and material base, involving sponsors in this work.
  7. participates in the work of providing material assistance to orphaned and socially disadvantaged children.
  8. supports the organization of students' recreation and leisure during holidays.
  9. ensures the protection of children's rights in school.
  10. provides parents with information, organizes seminars, consultations.
  11. familiarizes parents with their rights, duties and responsibilities defined by law.
  1. The school's parent council cooperates with the school's pedagogical and other councils.
  2. The school's parent council may submit a written proposal to the school council regarding a vote of no confidence in the director.
  3. The secretary of the parent council draws up the minutes of the all-school meetings and the meetings of the school's parent council.
  4. For the implementation of the goals defined by the charter, the school's parent council may exercise other powers in the manner prescribed by the legislation of the Republic of Armenia.
  5. The representative body endowed with the powers of autonomy and self-governance of the school's students is the student council, which is created in accordance with the principles of democracy and autonomy.
  6. Students can also create clubs, associations according to their interests, which are links contributing to the development of student autonomy.
  7. The school director, his deputy, the coordinator of the administrative and economic part, members of the council, as well as advisory bodies, when acting on behalf of the school, must act conscientiously and reasonably in the interests of the school they represent.

6. PARTICIPANTS OF THE SCHOOL'S EDUCATIONAL PROCESS

  1. The participants of the educational process in the school are:
  1. the student.

  2. the student's parent.

  3. the teacher and other pedagogical staff.

  4. the administrative staff.

  5. representatives of the Ministry, territorial administration and local self-government bodies, as well as the Territorial Pedagogical-Psychological Support Center, and other persons included in the council and advisory bodies. 105. Students in the school have equal rights and obligations. 106. A student has the right to: 1) receive education corresponding to the state educational standard of general education; 2) with the consent of the parent, choose the school and the form of education, as well as the available stream in the school, and receive paid educational services; 3) use the school's educational and material base free of charge; 4) receive support aimed at satisfying the need for special conditions of education; 5) participate in in-school and extracurricular activities; 6) be protected from any physical and psychological pressure, exploitation, actions or inactions of pedagogical and other employees and students that violate the student's rights or infringe upon their honor and dignity; 7) participate in the management of the school in the manner prescribed by the school charter; 8) freely seek and obtain any information in an accessible manner, except in cases prescribed by law; 9) freely express their own opinions and beliefs; 10) be encouraged for exemplary behavior or high academic performance; 11) exercise other rights prescribed by law and the school's internal disciplinary rules. 107. A student is obliged to: 1) fulfill the requirements prescribed by the school charter and internal disciplinary rules; 2) acquire knowledge corresponding to the state standards of general education, acquire and master appropriate skills and abilities, and satisfy the requirements for the established value system; 3) attend and participate in educational classes; 4) fulfill other obligations prescribed by law and the school's internal disciplinary rules and not contradicting the legislation of the Republic of Armenia. 108. The general education school ensures safe and secure conditions for the implementation of the educational program, a normal working regime, medical assistance and services, as well as conditions necessary for the physical development and health promotion of students, and forms personal hygiene and healthy lifestyle skills in accordance with the procedure established by the authorized body of state administration in the field of healthcare. 109. Each student undergoes a medical (preventive) examination at least once a year, which is carried out by the school's medical service, and if this is not possible, by the healthcare organization of territorial service, at the expense of the state budget of the Republic of Armenia. 110. Discipline in the school is ensured by law, charter, and internal disciplinary rules in the prescribed manner.

  1. In case of non-fulfillment or improper fulfillment of the school's internal disciplinary rules, the following disciplinary penalties may be applied to students of the middle school in the manner prescribed by law and the charter:
  1. reprimand;
  2. severe reprimand.
  1. A disciplinary penalty may be lifted within one year from the date of its imposition on a student if the student has not committed a new disciplinary offense and has demonstrated himself/herself as a conscientious, exemplary, disciplined student.
  2. In case of repeated application of the disciplinary penalty provided for in sub-point 2 of point 112 of this charter to the same student within one academic year, the school may apply to the authorized body in the field of social support with a proposal to organize social support services for the student.
  3. Forms of moral and material encouragement may be established for students by the founder, the ministry, territorial administration and local self-government bodies, the school, as well as social partners, organizations, and individuals, such as a letter of appreciation, a certificate of commendation, an award, or other forms defined by the charter.
  4. The procedure for applying other means and forms of encouragement in the school is determined by the council.
  5. The rights and obligations of pedagogical workers are defined by law.
  6. In case of improper fulfillment or non-fulfillment of the obligation to ensure the safety of a student's life or to protect their health, if the child's health has been harmed as a result, the persons on whom these obligations are imposed bear responsibility in the manner prescribed by law.

7. SCHOOL PROPERTY, ASSETS ATTACHED TO IT, AND FINANCIAL AND ECONOMIC ACTIVITIES

  1. The school's property is formed at the time of the school's establishment and subsequently from the property transferred to it by the founder by right of ownership, as well as from property produced and acquired during the school's activities.

  2. The school has the right, in accordance with the law, the founder's decisions and (or) its charter, to possess, dispose of, and use the property belonging to it by right of ownership at its discretion. The founder has no rights over the property belonging to the school by right of ownership, with the exception of property remaining after the liquidation of a state organization.

  3. The school has the right to lease the property attached to it on behalf of the state, in accordance with the requirements of the procedure established by the Government of the Republic of Armenia.

  4. In accordance with the procedure established by the Government of the Republic of Armenia, the school may use the funds transferred to it as additional allocation, exclusively for its statutory purposes, from the funds deposited into the state budget of the Republic of Armenia from the lease of areas attached to the school by right of gratuitous use, through the authorized state body managing the school.

  5. The profit generated during the school's operation is used for the implementation of the goals stipulated by this charter, in accordance with the procedure established by Decision N 1579-N of the Government of the Republic of Armenia of December 2, 2010.

  6. The financial resources of the school are formed from the state budget of the Republic of Armenia and other sources not prohibited by the legislation of the Republic of Armenia.

  7. The school may receive additional funding from the state budget of the Republic of Armenia in the form of a competitive procedure and direct grant established by the Government of the Republic of Armenia.

  8. Additional sources of funding for the school are:

  1. funds received from entrepreneurial activities established by law or by the founder.
  2. charitable, targeted investments, donations and grants from organizations and citizens of the Republic of Armenia and foreign countries.
  1. Control over the school's activities is carried out by the founder, the authorized state body, bodies authorized by the founder, as well as other state administration bodies provided for by law.

8. REORGANIZATION AND LIQUIDATION OF THE SCHOOL

  1. The school is reorganized and liquidated in accordance with the procedure established by law.
  2. The school may be reorganized into a company with one hundred percent state participation or a foundation.
  3. In case of liquidation of the school, after satisfying the claims of the school's creditors, the monetary funds are transferred to the state budget, and other property is transferred to the Republic of Armenia by right of ownership, represented by the Government of the Republic of Armenia, except for cases established by law.
