Change the intended and functional designations of the land parcel located at the address Yerevan, Shengavit N. Charbakh 17. Set the intended designation of the land parcel to settlements, and the functional designation to residential development. Rights are subject to state registration. The organization and responsibility for the execution of the decision shall be vested in the Head of the Department of Architecture and Urban Development of Yerevan City Hall and the Head of the Shengavit administrative district. The Secretary of the Staff of Yerevan City Hall shall ensure control.

ON CHANGING THE TARGET AND OPERATIONAL SIGNIFICANCE OF THE LAND PLOT LOCATED AT THE ADDRESS YEREVAN, SHENGAVIT N. CHARBAKH 17 LAND PLOT

The basis for the adoption of the administrative act was the application of Valeri Harutyunyan regarding the change of the target and operational significance of the land plot with cadastral code 01-011-0244-0085, located at the address Yerevan, Shengavit N. Charbakh 17 land plot, belonging to Valeri Zorabi Harutyunyan by right of ownership, as well as the certificate N 12092025-01-0361 of state registration of rights to real estate, according to which the target significance of the land plot is agricultural, and the operational significance or land type is vineyard.

The basis for the discussion of the issue were the certificate N 12092025-01-0361 of state registration of rights to real estate dated September 12, 2025, the letters of "Electric Networks of Armenia" CJSC dated 04.12.2025 h.DG-11590, "Veolia Jur" CJSC dated 21.11.2025 h.MSH/42859, "Gazprom Armenia" CJSC dated 27.11.2025 53/53.13/8666-2025 and "Telecom Armenia" CJSC dated 24.11.2025 h.2831/25-1.

According to the general plan of Yerevan city approved by the decision h.204-N of the Council of Elders of the City of Yerevan dated September 10, 2024, the land plot is located in the zone of other lands of settlement lands.

The land plot under discussion is not included in the list of restrictions of Article 60 of the Land Code of the Republic of Armenia.

According to the appendices approved by the decision h.1023-N of the Government of the Republic of Armenia dated June 04, 2020, according to the agreed scheme of territorial valuation, the land plot is located in the 11th zone.

Guided by Article 49 of the Law "On Local Self-Government in the City of Yerevan", points 4 and 5 of Article 7, points 1 and 2 of Article 10 of the Land Code, Articles 3, 53, 59 and 60 of the Law "On Fundamentals of Administration and Administrative Proceedings", part 12 of Article 14.3 of the Law "On Urban Development", based on the decision h.204-N of the Council of Elders of the City of Yerevan dated September 10, 2024, taking into account the conclusion of the Department of Architecture and Urban Development of the staff of Yerevan City Hall.

  1. In accordance with the conventional symbols stipulated in the General Plan of the City of Yerevan, approved by Decision No. 204-N of the Council of Elders of the City of Yerevan on September 10, 2024, to define the targeted designation of the land plot with cadastral code 01-011-0244-0085, with an area of 0.024 ha, located at Yerevan, Shengavit N. Charbakh 17, owned by Valeri Harutyunyan by right of ownership, as residential areas, and its functional designation, in accordance with sub-point 3 of point 24 of the procedure approved by Decision No. 1920-N of the Government of the Republic of Armenia on December 29, 2011 (purpose of use), as residential development.
  2. The rights to the land plot with the changed targeted and functional designations are subject to state registration in the Cadastre Committee of the Republic of Armenia, in accordance with the attached design permit (architectural and planning assignment).
  3. Take note that the state registration of the right to change the targeted and functional designations of the land plot based on this decision is subject to implementation if the owner has paid the difference between the cadastral value approximated to the market value of the land plot effective at that moment.
  4. This decision may be appealed administratively to the Mayor of Yerevan or judicially to the Administrative Court of the Republic of Armenia within a two-month period from the date of its entry into force.
  5. The organization and responsibility for the execution of the decision shall be assigned to the Head of the Architecture and Urban Development Department of Yerevan City Hall and the Head of the Shengavit administrative district.
  6. Control over the implementation of this decision is ensured by the Secretary of the Staff of Yerevan City Hall.
