ON CHANGING THE FUNCTIONAL SIGNIFICANCE OF THE 0.003666 HA LAND PLOT LOCATED AT TIGRAN METS AVENUE H.52/1, EREBUNI ADMINISTRATIVE DISTRICT

The basis for the adoption of the administrative act was the application of Tigran Sergoyan's l/a Hermine Dolukhanyan to change the functional significance of the 0.003666 ha land plot (cadastral code: 01-005-0208-0074) belonging to Tigran Sergoyan by the state registration certificate of rights to real estate, located at Yerevan, Erebuni administrative district, Tigran Mets Avenue, h.52/1, from lands of general use of settlements to lands of public development of settlements.

The basis for the discussion of the issue were the state registration certificate of rights to real estate dated May 31, 2011, h.2825310, the letters of "Electric Networks of Armenia" CJSC dated October 21, 2025, h.DG10190, "Gazprom Armenia" CJSC dated October 16, 2025, h.53/53.13/7653-2025, "Telecom Armenia" OJSC dated October 13, 2025, h.2495/25-1, "Veolia Jur" CJSC dated October 10, 2025, h.MSh/37108, "High-Voltage Electric Networks" CJSC, "Yerevanproject" CJSC, the letter of the Urban Development Committee of the Republic of Armenia h.01/11.1/19450-2025 and the conclusion of the Architecture and Urban Development Department of the staff h.D-15797-26.

According to the general plan of Yerevan approved by the decision of the Yerevan City Council dated September 10, 2024, h.204-N, the land plot at Erebuni administrative district, Tigran Mets Avenue, h.52/1 is located in the zone of general use of settlements.

In the state registration certificate of rights to real estate dated May 31, 2011, h.2825310, the functional significance of the land plot is accordingly fixed as public development of settlements.

According to the appendices approved by the decision of the Government of the Republic of Armenia dated June 04, 2020, h.1023-N, according to the agreed spatial assessment scheme, the land plot is located in zone 5.

Following Article 49 of the Law of the Republic of Armenia "On Local Self-Government in the City of Yerevan", Articles 7 (paragraphs 4 and 5) and 10 (paragraphs 1 and 2) of the Land Code of the Republic of Armenia, Articles 3, 53, 59, and 60 of the Law of the Republic of Armenia "On Principles of Administration and Administrative Procedure", and Article 14.3 (part 12) of the Law of the Republic of Armenia "On Urban Development",

  1. To define the targeted designation (category) of the land plot with an area of 0.003666 ha, located at 52/1 Tigran Mets Avenue, Erebuni administrative district, owned by Tigran Sergoyan by right of ownership, as residential, and its functional designation (purpose of use) as public development, in accordance with sub-point 3 of point 24 of the procedure approved by Decision No. 1920-N of the Government of the Republic of Armenia dated December 29, 2011.
  2. The rights to the land plot with the changed functional designation are subject to state registration at the Cadastre Committee of the Republic of Armenia.
  3. This decision may be appealed administratively to the Mayor of Yerevan or judicially to the Administrative Court of the Republic of Armenia within a two-month period from the date of its entry into force.
  4. The organization and responsibility for the execution of the decision shall be assigned to the Head of the Architecture and Urban Development Department of the Yerevan Municipality Staff, the Head of the Real Estate Management Department, and the Head of the Erebuni administrative district.
  5. Control over the implementation of this decision shall be ensured by the Secretary of the Yerevan Municipality Staff.
