This decision legalizes the residential building with an area of 24.3 square meters arbitrarily constructed by citizens Semyon Vladimiri Abramyan and Liana Beniamini Abrahamyan on the land plot located at 1st Lane, Yu. Fuchik Street, No. 3/7, Ajapnyak administrative district, Yerevan. A legalization fee of 107,820 AMD is set, which must be paid within 60 days. The organization and responsibility for the execution of the decision are assigned to the head of the Architecture and Urban Development Department of the Yerevan City Hall staff, and the supervision to the secretary.

ON A LAND PLOT THAT IS COMMON SHARED PROPERTY, REGARDING THE
CONSTRUCTION CARRIED OUT WITHOUT PERMISSION BY CITIZENS SEMYON
VLADIMIRI ABRAMYAN AND LIANA BENIAMINI ABRAHAMYAN, TO LEGALIZE IT
Guided by the law "On establishing the procedure for cadastral valuation
approximated to the market value of real estate for the purpose of real estate
taxation", by points 10 and 11 of the procedure approved by the Government of
the Republic of Armenia's decision No. 912-N of May 18, 2006, taking as a basis
the decision No. 5299-A of the Mayor of Yerevan of November 12, 2010, the
professional conclusion issued on 31.07.2026 by the Department of Architecture
and Urban Development of the Yerevan City Hall staff regarding the compliance
of the construction with the legalization conditions defined by part 5 of
Article 188 of the Civil Code, taking into account the positive technical
conclusion issued on 06.07.2026 by "HABSHIN NAKHAGITS" LLC, the certificate
issued on 13.04.2026 by "Hrayr Grigoryan" IE regarding the external dimensions
of the unauthorized constructions, as well as the applications of the persons
who carried out the construction (29.05.2026 No. D-55354-26, 07.07.2026 No.
D-70709-26):

  1. To recognize as legal the construction with a total area of 24.3 square
    meters (residential /cover/) carried out without permission by citizens Semyon
    Vladimiri Abramyan and Liana Beniamini Abrahamyan on the land plot located at
    Yerevan, Ajapnyak, Yu. Fuchik Street, 1st Lane h.3/7, which is common shared
    property (state registration certificate of rights to real estate No.
    11072025-01-0068, registration code No. 2026JLECZQ in the Cadastre Committee of
    the Republic of Armenia).
  2. To take note that:
  1. the preservation of the construction does not violate the rights and
    legally protected interests of other persons or threaten the life and health of
    citizens.
  2. the building is not constructed in the alienation or safety zones of
    engineering and transport objects, or is not constructed with significant
    violations of urban planning norms and rules and does not give rise to the
    right to demand compulsory servitude.
  1. Establish that the landowners:
    1. within 60 days from the date of adoption of this decision, must pay to account N900015211247 of the Yerevan city budget the legalization fee of 107820 (one hundred seven thousand eight hundred twenty) Republic of Armenia drams calculated by the Republic of Armenia Government Decision No. 912-N of May 18, 2006.
    2. must pay the fees and duties related to the state registration of property rights of the structure at their own expense.
    3. in case of failure to make the payment established for legalization within 60 days from the date of adoption of this decision, this decision shall be considered null and void.
    1. This decision is subject to state registration in accordance with the procedure established by the legislation of the Republic of Armenia.
    2. This decision may be appealed administratively to the Mayor of Yerevan or judicially to the Administrative Court of the Republic of Armenia within two months from the date of its entry into force.
    3. The organization and responsibility for the implementation of this decision shall be assigned to the Head of the Architecture and Urban Development Department of the Yerevan City Hall Staff.
    4. Control over the implementation of the decision shall be assigned to the Secretary of the Yerevan City Hall Staff.
