On assigning addresses to real estate properties

A decision has been made to assign addresses to real estate properties located within the administrative boundaries of Yerevan city, according to the appendix. The organization and responsibility for the execution of the decision are assigned to the head of the Real Estate Management Department of the Yerevan Municipality staff. Control over the execution is ensured by the secretary of the Yerevan Municipality staff.

ON EXTENDING THE TERM OF THE LAND LEASE AGREEMENT AND MAKING AMENDMENTS TO THE AGREEMENT

The Mayor's decision extends the lease agreement for a land plot occupied by garage No. 1, located at building No. 2, H. Gyulikevkhyan Street, Nor Nork, until October 1, 2031. The decision also instructs the head of the Nor Nork administrative district to sign an agreement with Babken Hambardzumyan regarding this extension and to make amendments to the contract. The right arising from the agreement is subject to state registration. The execution and responsibility for this decision are assigned to the head of the Nor Nork administrative district, and oversight is provided by the First Deputy Mayor of Yerevan.

This decision alienates a land plot occupied by a garage, owned by Grigor and Arthur Petrosyan, through direct sale. The land plot's purpose is designated for residential construction, and it is sold at a cadastral value adjusted to the market value. Therefore, the complaint is rejected, and decision No. 3423-A is left unchanged. The decision enters into force the day after receipt and can be appealed within two months.

Guided by point 4 of part 1 of article 52 of the law "On local self-government in the city of Yerevan" and points 29 and 53 of the procedure approved by decision No. 2387-Ն of the Government of the Republic of Armenia of December 29, 2005, this decision provides addresses to real estate properties. The head of the real estate management department of the staff is instructed to deliver copies to the relevant bodies. The organization and responsibility for execution are placed on the head of the department, and supervision on the secretary.

This decision changes the functional designation of a territory located at Building 29/6, Moldovakan Street, Nor Nork, Building 2/17 to residential. Decision on demolition (dismantling) of the construction located next to building No. 31 on Gyulikekhvyan Street, Nor Nork administrative district of Yerevan city, and on vacating the land plot belonging to the community.

Based on point 4 of part 1 of Article 52 of the Law "On Local Self-Government in the City of Yerevan" and points 29 and 53 of the procedure approved by the RA Government Decision No. 2387-N of December 29, 2005, assign addresses to real estate located within the administrative boundaries of Yerevan city, according to the appendix. Instruct the Head of the Real Estate Management Department of the Yerevan City Hall Staff to deliver copies of this decision within 3 working days to the Head of the Nor Nork administrative district of Yerevan, the Head of the Yerevan City Department of the RA Ministry of Internal Affairs Police, and the applicant. The organization and responsibility for the implementation of this decision shall be assigned to the Head of the Real Estate Management Department of the Yerevan City Hall Staff. Control over the implementation of this decision shall be ensured by the Secretary of the Yerevan City Hall Staff.

The decision extends the lease agreement for land plot occupied by garage No. 5, located at building No. 12, 7th microdistrict, Nor Nork, until September 1, 2031. It also authorizes the head of the Nor Nork administrative district to sign an agreement with Ara Gevorgyan and Anna Hovhannyan to extend the lease term and make amendments, including replacing the name "Samvel Mkhitaryan" with "Ara Gevorgyan and Anna Hovhannyan" and adding a clause to the agreement. The decision also notes that the rights arising from the agreement are subject to state registration and assigns the execution and oversight of the decision.

The basis for the adoption of the administrative act was the application of Alexander Budaghyan on extending the term of the lease agreement concluded for the land occupied by garage No. 15 (state registration certificate of rights to real estate No. 19012021-01-0159) belonging to him by right of ownership, located in Nor Nork, Jrvezh, Mayak district, building No. 5. The cadastral value of garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, is 1.314.053 AMD. Guided by Article 49 of the Law "On Local Self-Government in the City of Yerevan", Articles 3, 53, 59 and 60 of the Law "On the Fundamentals of Administration and Administrative Procedure", parts 1 of Articles 466 and 468 of the Civil Code, Decision No. 1023-N of the Government of the Republic of Armenia of June 4, 2020, and the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025. 1. Authorize the head of the Nor Nork administrative district of the city of Yerevan, in the manner prescribed by law, on behalf of the Mayor of Yerevan, to conclude an agreement with Alexander Budaghyan on extending the term of lease agreement No. 3446 concluded on 20.08.2005 for the land plot with an area of 27.8 sq.m. occupied by garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, and making amendments and additions thereto, including the following amendments and additions to the agreement: 1) Supplement point 16 of the agreement with a new paragraph with the following content: "Based on the agreement concluded between the parties, the term of the agreement has been extended until September 1, 2031." 2) State point 8 of the agreement in the following wording: "8. The annual rent for the land plot, according to paragraph d) of subparagraph 1 of point 40 of the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025, is 4.497 /four thousand four hundred ninety-seven/ AMD (27.8 sq.m. x 16.177 AMD x 1%). At the time of concluding the agreement, the cadastral value approximated to the market value of the land plot for 1 sq.m. is 16.177 AMD."

The decision extends the lease agreement for a land plot occupied by garage No. 4, belonging to Aram Mudoyan, located at building 15, Banavan neighborhood, Nor Nork. The lease term is extended until September 1, 2031, and several amendments are made to the contract, including changes to clauses regarding the termination of the contract and the annual rent. The cadastral value of the land plot is 1,033,499 AMD, and the annual rent is 3,511 AMD. The decision also instructs the head of the Nor Nork administrative district to sign the agreement and assigns oversight to the first deputy mayor.
