On invalidating Yerevan Mayor's decision N 600-A of February 5, 2026

This decision invalidates Yerevan Mayor's decision N 600-A of February 5, 2026. This decision is based on the report of the Head of the Architecture and Urban Development Department of Yerevan Municipality and Government of the Republic of Armenia Decision N 600-N of April 15, 2021, as well as relevant articles of the Law 'On the Fundamentals of Administration and Administrative Proceedings'. The decision can be appealed to the Mayor of Yerevan or the Administrative Court of the Republic of Armenia.

On making amendments to Yerevan Mayor's decisions N 3521-A of October 3, 2022, and N 1393-A of April 10, 2024

This decision amends two previous decisions of the Yerevan Mayor. It rephrases Appendix N 6 of decision N 3521-A and the appendix of decision N 1393-A. The amendments concern the powers to detect and record administrative offenses, as well as to examine cases of administrative offenses and make decisions.

This decision amends points 1 and 2 of decision No. 4810-Ա of the Mayor of Yerevan dated November 28, 2025, by replacing the words "1330.0 sqm" with "1240.40 sqm". The organization and responsibility for the execution of the decision are placed on the Head of the Department of Architecture and Urban Development of the Staff of the Yerevan City Hall, and the control on the Secretary of the Staff of the Yerevan City Hall.

This decision amends Mayor of Yerevan's decision No. 480-A dated January 1, 2026, by replacing specific license plate numbers in the annex. It also assigns responsibility for implementation and oversight.

This decision amends Yerevan Mayor's Decision No. 822-A of February 13, 2026, by replacing the words "99 HH 110" with "90 HH 110" in column 3, row 17 of the annex. The organization and responsibility for execution are assigned to the heads of the Transport Department and the Secretariat of the Yerevan Municipality staff. Oversight is ensured by Deputy Mayor Suren Grigoryan.

This decision recognizes Yerevan Mayor's decision N 3819-A of August 3, 2026, as void. At the same time, an amendment is made to the appendix of Yerevan Mayor's decision N 657-A of February 9, 2026, by presenting it in a new version. Control over the execution of the decision is entrusted to the Mayor of Yerevan, and its effect extends to relations arising after July 1, 2026.

The Mayor's decision is about recognizing the second point of the Mayor's decision N 4001-A dated August 14, 2026, as invalid. This decision is based on Article 33, Part 1, Point 4, and Article 34 of the Law "On Normative Legal Acts", and takes into account the Mayor's decision N 2908-A dated July 30, 2024. The second point of the decision N 4001-A concerns the conclusion of an employment contract with the elected director of "Nver Safaryan Secondary School N164" state non-commercial organization, Gohar Arayik Khachatryan.

This decision amends Mayor's decision 4074-A of December 8, 2023, concerning the legalization of an unauthorized structure. The amendments involve changing the area from 195.8 sqm to 150.35 sqm and updating the personnel responsible for the Architecture and Urban Development Department. The execution and oversight of this decision are assigned to the Head of the Architecture and Urban Development Department and the Secretary of the Yerevan Municipality Staff, respectively.

This decision amends Decision N 3521-Ա of the Mayor of Yerevan of October 3, 2022. In particular, Appendix N 8, which refers to the list of employees of the staff of the Head of Ajapnyak administrative district of Yerevan city who detect and record administrative offenses, is set forth in a new edition.

The decision approves the new editions of the charters of "Yerevan Hovhannes Hovhannisyan Basic School No. 52" and "Yerevan Basic School No. 157" State Non-Commercial Organizations. It instructs the directors of these organizations to ensure the registration of the charter amendments with the State Register Agency of Legal Entities of the Republic of Armenia. The organization and responsibility for the execution of this decision are assigned to the Head of the General Education Department of the Yerevan Municipality Staff, and control over its execution is entrusted to Deputy Mayor L. Hovhannisyan.

This decision declares invalid the Mayor of Yerevan's decision No. 2761-A dated May 29, 2026. The previous decision had legalized an unauthorized garage on a plot of land at 3/10 Gayi Avenue, which is designated for general use areas. The current decision cites legal grounds, including the Land Code and government regulations prohibiting the legalization of structures on such plots, as well as administrative procedure laws. The decision enters into force the day after its receipt and can be appealed within two months.

This decision amends several decisions of the Mayor of Yerevan regarding the extension, modification, and supplementation of land lease agreements. Specifically, the words "Head of Malatia-Sebastia administrative district Romik Mkhitaryan" are replaced with "Head of Malatia-Sebastia administrative district Sasha Katvalyan". The organization and responsibility for the execution of the decision are assigned to the Head of Malatia-Sebastia administrative district, and control over its implementation is ensured by the First Deputy Mayor of Yerevan, Armen Pambukhchyan.

This decision amends decision No. 2491-Ա of the Mayor of Yerevan dated May 14, 2026. The amendment pertains to the address mentioned in the preamble of the decision: the words "Sofiyi street No. 88/2" are replaced with the words "G. and S. Gurzadyan street No. 91/2". The organization of the decision's execution and the responsibility for it are placed on the Head of the Department of Architecture and Urban Development of the Staff of the Mayor of Yerevan, and the control is placed on the Secretary of the Staff of the Mayor's Office.

This decision amends point 4 of Yerevan Mayor's decision No. 244-A of January 24, 2024, "On the legalization of an unauthorized structure." According to the amendment, the head of the Department of Architecture and Urban Development is authorized to conclude a direct sale agreement with Gagik Gevorgyan for the structure and the land plot allocated for it, based on the paid amounts.

This decision amends appendix N 5 of the Mayor of Yerevan's decision N 3521-A dated October 3, 2022. The amendment involves replacing the appendix with a new version. The decision also repeals decision N 3473-A dated September 25, 2019.

This decision amends decision N 861-Ա of the Mayor of Yerevan dated February 16, 2026, by restating the annex in a new edition. The decision regulates the distribution of liquid fuel allocated for the use of personal vehicles of Yerevan City Hall employees for service purposes.

An amendment is made to the decision of the Mayor of Yerevan of October 24, 2023, No. 3480-Ա. Specifically, the 14th point of the column "Standing Commission on Financial and Economic Issues" is amended by replacing the words "Mesrop Manukyan" with the words "Karapet Vardanyan".

A change is made to the decision of the Mayor of Yerevan of July 31, 2026, no. 3786-Ա. Specifically, the state license plate number indicated in the 3rd column of the 4th row of the annex is changed from "90 HH 109" to "99 HH 109". The organization of execution and responsibility is placed on the Transport Department and the Secretariat of the Staff of the Yerevan City Hall. Control is reserved for the Deputy Mayor of Yerevan, Sureni Grigoryan.

An amendment is made to Appendix N 15 of Decision N 3521-Ա of the Mayor of Yerevan of October 3, 2022, by stating it in a new version.

A change is made in the decision of the Mayor of Yerevan number 1714-Ա dated April 6, 2026. In particular, the words "S. Khanzadyan Street 13/2" are replaced by the words "S. Khanzadyan Street 13" in the title, preamble and clauses of the decision. The responsibility for implementation is assigned to the head of the architecture and urban development department, and supervision to the secretary.
