On extending the term of the lease agreement, making amendments and additions to the agreement, and providing an address for the land plot

The basis for the adoption of the administrative act was Petros Pijimyan's application to extend the term of the lease agreement concluded for the land occupied by the garage (state registration certificate of rights to real estate No. 01062026-01-0361) located in front of building No. 34 in the 16th district, which belongs to him by right of ownership. The cadastral value of the garage located in front of building No. 34 in the 16th district is 1,190,782 AMD.

On changing the functional purpose of apartment No. 4, 5, 6 in building No. 52, Teryan Street, Kentron

This decision of the Mayor of Yerevan concerns the change of the functional purpose of apartment No. 4, 5, 6 in building No. 52, Teryan Street, Kentron administrative district. According to the decision, the apartment will become public and will be included in the non-residential fund. The head of Kentron administrative district has been instructed to register the apartment as public and include it in the non-residential fund.

1. Provide addresses to real estate located within the administrative boundaries of Yerevan city, according to the appendix. 2. Instruct the head of the Real Estate Management Department of the Yerevan City Hall staff to deliver copies of this decision within 3 working days to the heads of administrative districts, the heads of departments of the Yerevan City Police Department of the RA Ministry of Internal Affairs, and the applicants. 3. The organization and responsibility for the implementation of this decision shall be assigned to the head of the Real Estate Management Department of the Yerevan City Hall staff. 4. Control over the implementation of this decision is ensured by the secretary of the Yerevan City Hall staff.

The decision concerns awarding with letters of gratitude of the Mayor of Yerevan for active participation in the organizational work of the "Arev Arena" children's creative summer camp and for conscientious pedagogical activity. The organization and responsibility for the execution of the decision are placed on the head of the organizational department of the staff of Yerevan City Hall, and the control on the secretary.

To alienate (sell) to "Center for Rights of Families of Victims of Wars" NGO through direct sale the land plot located at Sebastia Street, bldg. 157/6, with an area of 443.5 sq.m., at the established cadastral value. The Head of the Real Estate Management Department of the Yerevan City Hall Staff was instructed to conclude a land plot sale and purchase agreement with the organization after submitting the document confirming the payment. It was established that in case of non-payment of the cadastral value of the land plot within 15 days, the decision will be considered null and void. All expenses for state registration of property rights, notarization of the agreement, and obtaining a certificate will be covered by the NGO. The organization and responsibility for the execution of the decision were assigned to the heads of the relevant departments, and supervision to the staff secretary.

Change the intended and functional designations of the land parcel located at the address Yerevan, Shengavit N. Charbakh 17. Set the intended designation of the land parcel to settlements, and the functional designation to residential development. Rights are subject to state registration. The organization and responsibility for the execution of the decision shall be vested in the Head of the Department of Architecture and Urban Development of Yerevan City Hall and the Head of the Shengavit administrative district. The Secretary of the Staff of Yerevan City Hall shall ensure control.

This decision grants an exemption from parking fees for 2026 to persons with disabilities or mobility impairments. The exemption is valid until the specified date for each person. The decision also states that applications for 2027 can be submitted starting from December 15, 2026.

The basis for the adoption of the administrative act was the application of Alexander Budaghyan on extending the term of the lease agreement concluded for the land occupied by garage No. 15 (state registration certificate of rights to real estate No. 19012021-01-0159) belonging to him by right of ownership, located in Nor Nork, Jrvezh, Mayak district, building No. 5. The cadastral value of garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, is 1.314.053 AMD. Guided by Article 49 of the Law "On Local Self-Government in the City of Yerevan", Articles 3, 53, 59 and 60 of the Law "On the Fundamentals of Administration and Administrative Procedure", parts 1 of Articles 466 and 468 of the Civil Code, Decision No. 1023-N of the Government of the Republic of Armenia of June 4, 2020, and the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025. 1. Authorize the head of the Nor Nork administrative district of the city of Yerevan, in the manner prescribed by law, on behalf of the Mayor of Yerevan, to conclude an agreement with Alexander Budaghyan on extending the term of lease agreement No. 3446 concluded on 20.08.2005 for the land plot with an area of 27.8 sq.m. occupied by garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, and making amendments and additions thereto, including the following amendments and additions to the agreement: 1) Supplement point 16 of the agreement with a new paragraph with the following content: "Based on the agreement concluded between the parties, the term of the agreement has been extended until September 1, 2031." 2) State point 8 of the agreement in the following wording: "8. The annual rent for the land plot, according to paragraph d) of subparagraph 1 of point 40 of the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025, is 4.497 /four thousand four hundred ninety-seven/ AMD (27.8 sq.m. x 16.177 AMD x 1%). At the time of concluding the agreement, the cadastral value approximated to the market value of the land plot for 1 sq.m. is 16.177 AMD."

The decision extends the term of the land lease agreement for a garage and basement located at building 2, Nansen street, Nor Nork, owned by Aida Khojayan. Amendments are made to the agreement, including changes to the termination clause and the method of notification. The annual rent is set at 35,198 AMD. The right arising from the agreement is subject to state registration. The decision can be appealed within two months. Execution is entrusted to the head of the Nor Nork district, and oversight is provided by the First Deputy Mayor.

By this decision, the JAC T6 small-sized truck (pickup) owned by the Yerevan community is transferred to "Yerevan New City Landfill" CJSC for gratuitous use. The head of the communal services department is authorized to conclude the relevant agreement, and a handover-acceptance commission is established. Control over the implementation of the decision is entrusted to the secretary of the City Hall staff.

The Mayor's decision extends the lease agreement for the land plot occupied by garage No. 11 at building 4, Charents Street, and makes amendments and additions to it. The lease term is extended until August 1, 2031. The decision also specifies changes to the contract regarding the replacement of a name, the addition of new clauses concerning the landlord's right to unilaterally withdraw from the contract under certain conditions, and the method of notification. Additionally, it updates the cadastral value per square meter and the annual rent amount, and outlines the procedure for changes in cadastral value and rent. The decision also notes that the rights arising from the agreement are subject to state registration.

The document extends the lease agreement for a land plot occupied by garage No. 18 at building No. 25 on Azatutyan Avenue. The cadastral value of the land plot is 1,033,499 AMD, and the annual rent is 3,511 AMD. The decision also instructs the head of the Nor Nork administrative district to sign the agreement and assigns oversight to the first deputy mayor.

This decision appoints Romanos Vachagan Safaryan as the Director of the community enterprise "Yerevan Waste Management and Sanitary Cleaning" starting from August 5, 2026. It also dismisses Andranik Avetisyan from performing the duties of the Director of the same enterprise from the same date. The salary will be according to the staffing table.

Change the purpose of the land plot of 0.743 ha belonging to "Aviasark" CJSC from industry to settlements, and its functional purpose to residential development. Rights are subject to state registration. Organization and control of execution are assigned to the relevant departments.

The decision grants permission to "Tigran Poghosyan Stephani" IE to install 1 automatic self-service device in front of building No. 8, Kristapor Street, Yerevan. The permit is issued for July 2026. The decision also states that the permit is extended upon payment of the local fee.

By this decision, "Gor Basteghyan Arshaki" IE is granted permission to install 1 automatic self-service device in front of building No. 49, Nor Aresh 50 Street, Yerevan. The permit is issued for July 2026, and if the local fee for the subsequent months of the current year is paid, the permit is considered extended. Control over the implementation of the decision is assigned to Suren Grigoryan, Deputy Mayor of Yerevan.

Reject the claim for damages by Vahe Sargsyan, legal representative of Salvator Sargsyan, as sufficient evidence has not been presented and the causal link has not been proven.
