Decision to reject the administrative complaint

This decision rejects the complaint filed by Artur Hovhannisyan, representative of Arsen Mkrtychyan, regarding decision No. 3423-A of July 9, 2026, which declared invalid the previous decision to legalize an unauthorized structure. The complaint argued that the invalidation was based on internal correspondence and not expert conclusions, and that the execution of a court decision should not be subject to further administrative procedures. However, the complaint failed to provide evidence refuting the factual circumstances or proving compliance with urban planning norms. Therefore, the complaint is rejected, and decision No. 3423-A is left unchanged. The decision enters into force the day after receipt and can be appealed within two months.

On the legalization of an unauthorized structure

This decision legalizes an unauthorized residential building constructed on a Yerevan-owned land plot at 1/842, 1st Street, Haghthanak neighborhood. The land plot's designation is changed to residential development. The builder, Andranik Razmiki Sukiasyan, is offered to purchase the legalized structure and land plot through direct sale. The Head of the Architecture and Urban Development Department is authorized to finalize the sale within 30 days after payment confirmation. The decision can be appealed administratively or judicially. Control over execution is assigned to the Secretary of the Yerevan Municipality Staff.

This decision changes the functional designation of a basement at 17 M. Khorenatsi St., building 27/2, from its current use to residential, to be included in the residential fund as an apartment. The head of the Central Administrative District is instructed to register it accordingly. The change requires state registration with the Cadastre Committee. The decision enters into force the day after receipt and can be appealed within two months. Execution and oversight responsibilities are assigned to relevant municipal departments and the Secretary of the Yerevan Municipality Staff.

This decision legalizes an unauthorized construction located at 18, 1st Dead End, Shgantsik Tunnel Street, Yerevan, recognizing it as property of Yerevan city. The land plot's designation is set for residential development. The builder is offered to purchase the legalized property. The Head of the Architecture and Urban Planning Department is authorized to finalize the sale. Control over execution is assigned to the Secretary of the Municipality of Yerevan Staff.

Guided by point 4 of part 1 of article 52 of the law "On local self-government in the city of Yerevan" and points 29 and 53 of the procedure approved by decision No. 2387-Ն of the Government of the Republic of Armenia of December 29, 2005, this decision provides addresses to real estate properties. The head of the real estate management department of the staff is instructed to deliver copies to the relevant bodies. The organization and responsibility for execution are placed on the head of the department, and supervision on the secretary.

The decision is based on the application of Mamikon Gevorgyan, authorized person of Marat Madoyan. The actual area of the land plot is 2093.98 sq.m., instead of the 2100.0 sq.m. stated in the state act.

This decision amends and supplements Decision No. 3067-A of the Mayor of Yerevan dated July 2, 2008. It restores property rights for residential units at 1 Noraghyugh St., Kentron, Yerevan, recognizing ownership over an 86.23 sqm land plot and its buildings. The decision concerns clarifying the boundaries and issuing a plan for the land plot located at Norik street 10. The actual area of the land plot is 396.08 sq.m., instead of the previously registered 400.0 sq.m. The decision is based on Anahit Abelyan's application and relevant legislation.

The decision of the Mayor of Yerevan concerns extending the term of the land lease agreement concluded with Arsen Petrosyan and making changes to the agreement. According to the decision, the term of the lease agreement for the 21.1 sq m land occupied by garage No. 7 of building No. 5a on Griboyedov Street is extended until September 1, 2031. Changes are also made to several clauses of the agreement, in particular, regarding the rights and obligations of the lessee, as well as the rent. The organization and control are entrusted to the head of the relevant administrative district and the first deputy mayor.

The decision concerns the alienation of a 28.0 sqm land plot adjacent to 21 A. Sakharov street through direct sale to Hrachya Shahmuradyan, Artur Sargsyan, Karine Petrosyan, Qnar Aloyan, and Taguhi Gevorgyan. The land plot will be assigned the address "Harapetutyan street, 2nd lane, 21/2". The sale price is set at 6,006,000 AMD.

The decision concerns assigning addresses to real estate properties located within the administrative boundaries of Yerevan. It instructs the head of the Real Estate Management Department of the Yerevan Municipality staff to deliver copies of the decision to the heads of administrative districts, police department heads, and applicants. The organization and responsibility for the execution of the decision are assigned to the head of the Real Estate Management Department, while control over its implementation is ensured by the Secretary of the Municipality staff.
