This message presents the draft budget of the city of Yerevan for 2010, which was prepared in accordance with the procedure established by the Law on the Budgetary System of the Republic of Armenia. It details revenue and expenditure forecasts based on 2009 indicators and expected performance. The budget envisages a deficit of 800,000 thousand drams.

In accordance with Article 25 of the Rules of Procedure of the Council of Elders of the City of Yerevan, the fourth session of the second convocation of the Council of Elders of the City of Yerevan will be convened on November 18, 2009, at 11:00 AM.

Pursuant to Article 25 of the Rules of Procedure of the Council of Elders of Yerevan, the third session of the second convocation of the Council of Elders of Yerevan will be convened on October 21, 2009, at 11:00.

On September 23, 2009, at 11:00 AM, a regular session of the Council of Elders of the City of Yerevan will be convened. The agenda of the session includes the approval of the draft agenda of the September 23 session of the Council of Elders of the City of Yerevan and the approval of decision 8140-Ա.

Yerevan City Hall informs that within the framework of the "One Window" program, a "Hotline" operates on working days, from 9:00 to 18:00. Citizens can call 514-152 and 514-187 to report violations of deadlines for the execution of their letters and applications, as well as other shortcomings.

In accordance with Article 25 of the Regulations of the Council of Elders of Yerevan, a regular session of the Council of Elders of Yerevan will be convened on September 8, 2009, at 11:00. On the agenda: In accordance with Article 33 of the Law of the Republic of Armenia "On Local Self-Government in the City of Yerevan" and Articles 14, 17, 18 and 19 of the Regulations of the Council of Elders of Yerevan: 1. Yerevan City Hall informs that on August 16, 2009, from 09:00 to 18:00, due to ongoing construction works, traffic will be suspended on Aygestan and Sari Tagh streets, the road section from Armenakyan street to Glinka street. Yerevan City Hall apologizes for the temporary inconvenience caused.

The staff of Yerevan City Hall announces the accreditation of journalists to cover the activities of the City Hall. Accreditation will be carried out from July 7 to July 31, 2009. Journalists must submit a written application stating the necessary information about themselves and their media outlet.

The Yerevan City Hall informs that, on the initiative of the Mayor of Yerevan, an extraordinary session of the Council of Elders of Yerevan will be convened on July 6 at 11:00 AM at 1 Argishti Street. Members of the Council of Elders can obtain the session agenda and draft decisions from the staff of the Yerevan City Hall.

This decision restores Rafik Varazdat Tonoyan's property rights to the residential house located at 3/1 Sary Tagh 8th Street Lane and the 172.62 sq m land plot necessary for its maintenance. The decision also instructs the State Cadastre Committee to register the ownership right and issue the corresponding certificate.

This decision restores Valya Varazdat Hovhannisyan's property rights to the residential building located at 1 Ajemyan Street and the land plot necessary for its maintenance. The decision also instructs the State Cadastre Committee to register the right of ownership and issue a certificate.

This decision restores the property rights of Serzha Hranti Kocharyan over the land plot located at Noragavit 1st Street, house 92/2, and the buildings thereon. The decision recognizes his ownership right over a 51.1 sq m land plot adjacent to the legal 504.27 sq m land plot. The Shengavit territorial division of the State Committee of Cadastre is instructed to register the ownership right and issue a registration certificate.

This decision restores Andranik Anushavan Ghassabyan's property rights to the residential building located at Sary Tagh 20th Street, No. 18/3, and the 296.55 sq.m. land plot necessary for its maintenance. The decision also instructs the Marash territorial division of the State Committee of Cadastre to register the ownership right and provide a certificate.

This decision restores the property rights of Arsen Sergeyevich Ghazaryan over the residential house located at Forest Street, No. 122/1, and the land plot of 265.83 sq. m. necessary for its maintenance. The decision also instructs the State Committee of Cadastre to register the ownership right and issue a corresponding certificate.

This decision restores the property rights of Hrant Askanazi Melik-Kamushyan to the residential building located at 87/5 Vardanants Street and the land plot necessary for its maintenance. The decision also instructs the Marash territorial division of the State Cadastre Committee to register the right of ownership and issue the corresponding certificate.

This decision annuls point 89 of Appendix N 1 of Decision N 404-Ա of the Mayor of Yerevan of March 15, 2004. The decision restores Arsen Hamoyi Melikamasyan's right to land use for the 259.33 sq m land plot located at Vardanants Street N 87/4 and recognizes his ownership rights to the land plot and the buildings and structures on it.

This decision restores the property rights of Styopa Paruyri Avayan concerning the residential house located at No. 17/14 Myasnikyan Avenue and the land plot necessary for its maintenance. The decision also instructs the Marash territorial division of the State Committee of the Real Estate Cadastre to register the ownership right and issue a corresponding certificate.

This decision restores the property rights of Ruben Samsoni Mkrtchyan, Karen Samsoni Mkrtchyan, Hrahat Samsoni Mkrtchyan, Anahit Samsoni Mkrtchyan and Gayane Babkeni Serobyan to the land plot of 184.15 sq.m. adjacent to the residential house located at Charents Street, No. 71/21, and the buildings and structures located thereon. The decision also instructs the State Cadastre Committee to register the right of ownership and provide a certificate.
