Regarding the appointment of Romanos Vachagan Safaryan to the position of Director of the community enterprise "Yerevan Waste Management and Sanitary Cleaning".

This decision appoints Romanos Vachagan Safaryan as the Director of the community enterprise "Yerevan Waste Management and Sanitary Cleaning" starting from August 5, 2026. It also dismisses Andranik Avetisyan from performing the duties of the Director of the same enterprise from the same date. The salary will be according to the staffing table.

ON CHANGING THE INTENDED AND FUNCTIONAL PURPOSES OF THE LAND PLOT LOCATED AT 45/6 MOLDOVAKAN STREET

Change the purpose of the land plot of 0.743 ha belonging to "Aviasark" CJSC from industry to settlements, and its functional purpose to residential development. Rights are subject to state registration. Organization and control of execution are assigned to the relevant departments.

The decision grants permission to "Tigran Poghosyan Stephani" IE to install 1 automatic self-service device in front of building No. 8, Kristapor Street, Yerevan. The permit is issued for July 2026. The decision also states that the permit is extended upon payment of the local fee.

1. Provide addresses for real estate located within the administrative borders of Yerevan city, according to the annex. 2. Assign the head of the real estate management department of the Yerevan City Hall staff to send copies of this decision to the heads of administrative districts, the heads of the departments of the Yerevan city department of the RA Ministry of Internal Affairs Police, and the applicants within 3 working days. 3. Assign the organization and responsibility for the execution of this decision to the head of the real estate management department of the Yerevan City Hall staff. 4. The secretary of the Yerevan City Hall staff ensures control over the execution of this decision.

By this decision, "Gor Basteghyan Arshaki" IE is granted permission to install 1 automatic self-service device in front of building No. 49, Nor Aresh 50 Street, Yerevan. The permit is issued for July 2026, and if the local fee for the subsequent months of the current year is paid, the permit is considered extended. Control over the implementation of the decision is assigned to Suren Grigoryan, Deputy Mayor of Yerevan.

The decision satisfies Lusine Yeghiazaryan's application regarding compensation for damages. It is decided to compensate Lusine Yeghiazaryan 682,000 AMD by the Head of the Financial Department of the Yerevan City Hall Staff for the material damage caused by a tree branch falling on the car, as well as 190,000 AMD for the expert opinion. This decision enters into force on the day following its receipt.

To alienate (sell) to "Center for Rights of Families of Victims of Wars" NGO through direct sale the land plot located at Sebastia Street, bldg. 157/6, with an area of 443.5 sq.m., at the established cadastral value. The Head of the Real Estate Management Department of the Yerevan City Hall Staff was instructed to conclude a land plot sale and purchase agreement with the organization after submitting the document confirming the payment. It was established that in case of non-payment of the cadastral value of the land plot within 15 days, the decision will be considered null and void. All expenses for state registration of property rights, notarization of the agreement, and obtaining a certificate will be covered by the NGO. The organization and responsibility for the execution of the decision were assigned to the heads of the relevant departments, and supervision to the staff secretary.

Decision 3762-Ա of the Mayor of Yerevan refers to the legalization of self-constructed residential buildings with an area of 210.7 square meters located at 10, 29th Street of Nor Aresh, Erebuni administrative district, belonging to Tigran Vardani Baghamyan. The decision is based on Decision No. 912-Ն of May 18, 2006, of the Government of the Republic of Armenia, Decision No. 5299-Ա of November 12, 2010, of the Mayor of Yerevan, as well as relevant professional and technical conclusions. The decision defines the amount of the legalization fee and the payment deadlines, as well as the condition that the decision will be considered null and void if not fulfilled.

By this decision, the Mayor of Yerevan permits the direct sale of a 17.10 sqm land plot adjacent to 47/1 Shirazi Street to Gor Tovmasyan and Eduard Hovhannisyan as an expansion, for construction purposes. The land plot is assigned a new address: H. Shirazi Street, No. 47/4. The decision also defines the targeted and functional designations of the land plot, and authorizes the relevant department of the City Hall to carry out the works for state registration and concluding the sale and purchase agreement.

By this decision, "Tamara-Lilit" LLC is granted the land plot with an area of 6.48 sq.m. adjacent to the address Mashtots Avenue, h.37/6, for the purpose of installing a kiosk, until August 1, 2031. The land plot is assigned the address "Mashtots Avenue, h.37/8". The head of Kentron administrative district is authorized to conclude a contract for granting the right to develop, including the conditions for unilateral termination of the contract.

Reject the claim for damages by Vahe Sargsyan, legal representative of Salvator Sargsyan, as sufficient evidence has not been presented and the causal link has not been proven.

Change the intended and functional designations of the land parcel located at the address Yerevan, Shengavit N. Charbakh 17. Set the intended designation of the land parcel to settlements, and the functional designation to residential development. Rights are subject to state registration. The organization and responsibility for the execution of the decision shall be vested in the Head of the Department of Architecture and Urban Development of Yerevan City Hall and the Head of the Shengavit administrative district. The Secretary of the Staff of Yerevan City Hall shall ensure control.

This decision grants an exemption from parking fees for 2026 to persons with disabilities or mobility impairments. The exemption is valid until the specified date for each person. The decision also states that applications for 2027 can be submitted starting from December 15, 2026.

The basis for the adoption of the administrative act was the application of Alexander Budaghyan on extending the term of the lease agreement concluded for the land occupied by garage No. 15 (state registration certificate of rights to real estate No. 19012021-01-0159) belonging to him by right of ownership, located in Nor Nork, Jrvezh, Mayak district, building No. 5. The cadastral value of garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, is 1.314.053 AMD. Guided by Article 49 of the Law "On Local Self-Government in the City of Yerevan", Articles 3, 53, 59 and 60 of the Law "On the Fundamentals of Administration and Administrative Procedure", parts 1 of Articles 466 and 468 of the Civil Code, Decision No. 1023-N of the Government of the Republic of Armenia of June 4, 2020, and the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025. 1. Authorize the head of the Nor Nork administrative district of the city of Yerevan, in the manner prescribed by law, on behalf of the Mayor of Yerevan, to conclude an agreement with Alexander Budaghyan on extending the term of lease agreement No. 3446 concluded on 20.08.2005 for the land plot with an area of 27.8 sq.m. occupied by garage No. 15, building No. 5, Mayak district, Jrvezh, Nor Nork, and making amendments and additions thereto, including the following amendments and additions to the agreement: 1) Supplement point 16 of the agreement with a new paragraph with the following content: "Based on the agreement concluded between the parties, the term of the agreement has been extended until September 1, 2031." 2) State point 8 of the agreement in the following wording: "8. The annual rent for the land plot, according to paragraph d) of subparagraph 1 of point 40 of the appendix to Decision No. 463-N of the Council of Elders of the City of Yerevan of December 23, 2025, is 4.497 /four thousand four hundred ninety-seven/ AMD (27.8 sq.m. x 16.177 AMD x 1%). At the time of concluding the agreement, the cadastral value approximated to the market value of the land plot for 1 sq.m. is 16.177 AMD."

This decision allows "NAGHASHYANNERS" LLC to install 1 automatic self-service device in front of the address 6/4 Dro Street, Yerevan. The decision also stipulates that the permit is considered extended upon payment of the local fee. Supervision is entrusted to the Head of the Trade, Services and Advertising Department of the Yerevan City Hall staff, as well as Deputy Mayor Suren Grigoryan.

The targeted and functional designations of the land plot with cadastral code 01-007-0176-0144, located at Yerevan Malatia-Sebastia Haghtanak district h.25-4, are changed. The targeted designation of the land plot is set as settlements, and the functional designation as residential development. The changed rights are subject to state registration.

This decision changes the intended and functional purpose of a land plot located at Yerevan, Malatia-Sebastia, Haghtanak district, 51st site, #3, with cadastral code 01-007-0138-0122, owned by Nver Albert Margaryan. The land plot's intended purpose is set to residential areas, and its functional purpose to residential construction, in accordance with the general plan of Yerevan city and relevant government regulations. The changes require state registration, and the owner must pay the difference between the market and cadastral values.
