On the legalization of a self-built structure

Decision on changing the functional designation of area #27 of building #17 on Movses Khorenatsi Street

This decision changes the functional designation of a specific area (#27) within a building (17 Movses Khorenatsi Street) from its current designation to residential. It mandates the registration of this area as an apartment and acknowledges the need for state registration of this change. The execution and oversight of this decision are assigned to relevant municipal departments and officials.

This decision restores the land allocation grounds and property rights for a residential building and its adjacent land plot located at 17 M. Avetisyan 3rd Street, Kanaker-Zeytun administrative district, Yerevan, to Sona Ladiki Movsesyan and Anzhela Khachaturyan Margaryan. It also designates the functional purpose of the 332.87 sqm land plot as residential development, based on the main plan of Yerevan city. The execution and control of this decision are assigned to the relevant departments of the Yerevan Municipality.

This decision amends Mayor's decision No. 2455-A dated June 23, 2025, regarding the land plot adjacent to the residential house at 11/5 Antarain Street, Yerevan, Kentron district. The figure "427.5" in the first clause is replaced with "414.03". The implementation and oversight responsibilities are assigned to the relevant departments of the Yerevan Municipality.

Make an amendment and addition to the decision of the Mayor of Yerevan dated May 19, 2009, No. 4745-Ա. Specifically, replace the word “Yerzyani” with the word “Yeritsyani” and define the purpose and functional significance of the land plot located at 19/7 Shiraki Street, 3rd Lane, as residential development:

DECISION ON RECOGNIZING AS VOID THE DECISION NO. 1262-Ա OF THE MAYOR OF YEREVAN OF MAY 30, 2023, EXTENDING THE TERM OF THE LAND LEASE AGREEMENT, AND MAKING AMENDMENTS AND ADDITIONS TO THE AGREEMENT. The basis for the adoption of the administrative act was Gevorg Movsisyan's application to extend the term of the lease agreement concluded for the land occupied by garage No. 5 of building No. 15 in Davtashen's 4th district (state registration certificate of rights to real estate No. 15072026-01-0030 of 02.03.2023). The cadastral value of garage No. 5 of building No. 15 in Davtashen's 4th district is 3,154,964 AMD.

Decision: On clarifying the boundaries of the land plot located at Avan, Isahakyan district, h.2/4 address and issuing a plan. The decision was based on a number of letters, conclusions and decisions, as a result of which it was found that the actual area of the land plot is 8590.2 sq.m. instead of the previously registered 8197.0 sq.m. The targeted and functional designations of the land plot have been defined in accordance with the general plan of Yerevan city.

On extending the term of the land lease agreement, making amendments and additions to the agreement. The basis for the adoption of the administrative act was the application of Roza Karapetyan and Armen Karapetyan to extend the term of the lease agreement concluded for the land occupied by garage No. 40 of building No. 7 in Davtashen 3rd district, transferred to Armen Karapetyan by inheritance right certificate No. 6767 dated 02.07.2026 and to Roza Karapetyan by ownership right certificate No. 6769 dated 02.07.2026. The cadastral value of garage No. 40 of building No. 7 in Davtashen 3rd district is 3,070,434 AMD.

Decision on demolition (dismantling) of the construction located next to building No. 31 on Gyulikekhvyan Street, Nor Nork administrative district of Yerevan city, and on vacating the land plot belonging to the community.

The Mayor's decision extends the lease agreement for the land plot occupied by the garage at Bashinjaghyan Street, 2nd lane, building 1, apartment 2, until September 1, 2031. The decision authorizes the head of the Ajapnyak administrative district to sign an agreement with Anna Martirosyan to extend the lease term and make amendments to the contract, specifically adding a clause extending the lease until September 1, 2031. The agreement is subject to state registration. The decision also outlines the appeal process and assigns responsibility for its execution and oversight.

Based on the application of Marat Hovsepyan, the functional purpose of the area located at Komitas Avenue 49/12 building 31 is changed to residential. The head of Arabkir administrative district has been instructed to register the area as an apartment and include it in the residential fund. The change is subject to state registration.

The decision extends the lease agreement for a land plot occupied by a garage and makes changes to it. The head of the Kentron administrative district is authorized to sign the agreement. The execution of the decision is entrusted to the head of the Kentron administrative district, and oversight is ensured by the First Deputy Mayor.

The decision extends the lease agreement for land plot occupied by garage No. 5, located at building No. 12, 7th microdistrict, Nor Nork, until September 1, 2031. It also authorizes the head of the Nor Nork administrative district to sign an agreement with Ara Gevorgyan and Anna Hovhannyan to extend the lease term and make amendments, including replacing the name "Samvel Mkhitaryan" with "Ara Gevorgyan and Anna Hovhannyan" and adding a clause to the agreement. The decision also notes that the rights arising from the agreement are subject to state registration and assigns the execution and oversight of the decision.

The decision extends the lease agreement for the land plot occupied by the garage at 2/47 Rubinyants Street until September 1, 2031, and amends the agreement to reflect Marat Davtyan as the lessee. The execution and oversight of this decision are entrusted to the head of the Kanaker-Zeytun administrative district and the first deputy mayor, respectively.

This decision defines the boundaries of the household land plot located at Nor Aresh 39, quarter No. 14 (Nor Aresh 29th street, h.25) with an approved plan of 229.37 sq.m. The decision is subject to state registration in the Cadastre Committee of the Republic of Armenia. The organization and responsibility for implementation are assigned to the heads of the Real Estate Management, Architecture and Urban Development Departments of the Yerevan City Hall staff and the head of the Erebuni administrative district.

Decision to clarify the boundaries of the land plot occupied by the residential building at Rustaveli Street, house 21, and to issue a plan.

The decision extends the lease term for a garage land plot, makes amendments to the lease agreement, and assigns a new address to the garage. The amendments include changes to the contract duration, removal of certain clauses related to capital construction and property alienation, modification of clauses regarding the cadastral value and annual rent, and addition of new clauses concerning termination by the lessor and notification procedures. A new address "H. Manandyan Street, No. 29/3" is assigned to the garage. The relevant departments are instructed to notify the State Real Estate Cadastre Committee and the Police.

The decision changes the functional designation of the building located at Komitas Avenue 49/12, building 6, to residential, and includes it in the residential fund as an apartment. It also instructs the head of the Arabkir administrative district to register the building as an apartment and include it in the residential fund. The change in functional designation is subject to state registration with the relevant department of the Cadastre Committee of the Republic of Armenia.

Based on point 4 of part 1 of Article 52 of the Law "On Local Self-Government in the City of Yerevan" and points 29 and 53 of the procedure approved by the RA Government Decision No. 2387-N of December 29, 2005, assign addresses to real estate located within the administrative boundaries of Yerevan city, according to the appendix. Instruct the Head of the Real Estate Management Department of the Yerevan City Hall Staff to deliver copies of this decision within 3 working days to the Head of the Nor Nork administrative district of Yerevan, the Head of the Yerevan City Department of the RA Ministry of Internal Affairs Police, and the applicant. The organization and responsibility for the implementation of this decision shall be assigned to the Head of the Real Estate Management Department of the Yerevan City Hall Staff. Control over the implementation of this decision shall be ensured by the Secretary of the Yerevan City Hall Staff.
